Abstract
communications, as one of the fundamental and vital elements in the development of international law, play an indispensable role in the formation, explanation, promotion, and implementation of international rules and principles. in today’s world, where geographical and political borders have been blurred by modern communication technologies, communication processes—particularly diplomacy, international negotiations, media, and information technologies—have become a crucial platform for interaction and convergence among countries. this article, using an analytical-descriptive approach, examines the role of communications in facilitating international cooperation and developing legal frameworks. on one hand, effective communication enhances mutual understanding among states, reduces misunderstandings and international tensions; on the other hand, it lays the groundwork for the development of international institutions and the adoption of new laws in areas such as human rights, environmental protection, international security, and humanitarian law. communications act as an enabler in negotiation processes, treaty adoption, and implementation, and through media and information networks, they raise public awareness of international issues and increase social and political pressures to comply with international law. this study, by examining historical and contemporary examples of the impact of communications on developments in international law, highlights the role of public diplomacy, international conferences, and modern communication technologies. the findings indicate that strengthening communication mechanisms and improving information exchange tools among international actors are key factors in the advancement and sustainability of the international legal system.
