Abstract
the global maritime industry is on the verge of a structural transformation in which navigational safety requirements, cybersecurity, and environmental sustainability are increasingly intertwined. the international maritime organization (imo), as the primary regulatory body, has sought to address these multidimensional challenges through the development of international conventions and codes such as solas, ism, and marpol. nevertheless, empirical evidence indicates the existence of structural gaps between international rule-making and national implementation, particularly in the areas of safety management, cybersecurity, and decarbonization.this article adopts a systematic–analytical approach to examine the interaction among three key pillars—safety, security, and environmental sustainability—within the framework of imo regulations. the findings reveal that the dominance of traditional approaches based on technical reliability is insufficient for today’s complex and highly digitalized systems, highlighting the necessity of transitioning toward system-based models such as stamp for the effective design of safety management systems (sms). moreover, while the integration of information technology (it) and operational technology (ot) onboard ships has improved operational efficiency, it has significantly increased cyber vulnerability, with the human factor remaining the weakest link in the maritime safety and security chain.in the environmental domain, the analysis demonstrates that achieving the 2050 decarbonization targets cannot be realized solely through improvements in energy efficiency and instead requires a transition to alternative fuels and the development of green ports as supporting infrastructures. ultimately, the article argues that achieving safe, secure, and low-carbon shipping necessitates reforms in international governance structures, a reduction in procedural bureaucracy, the enhancement of safety culture, and a shift from reactive approaches toward proactive, data-driven risk management.
