رویکرد سازمان‌های بین‌المللی بر وضع چارچوب‌های هنجاری در بهبود امنیت دریایی

سازمان‌های بین‌المللی نه تنها در تدوین چارچوب‌های هنجاری نقش ایفا می‌کنند، بلکه به‌طور فعال در ارتقای امنیت دریایی نیز مشارکت دارند. پژوهش حاضر با روش توصیفی-تحلیلی، به بررسی این پرسش می‌پردازد که آیا رویکرد سازمان‌های بین‌المللی در تدوین چارچوب‌های هنجاری می‌تواند به بهبود امنیت دریایی منجر شود؟ بر اساس نتایج تحقیق حاضر می توان گفت که سازمان‌های بین‌المللی برای بهبود امنیت دریایی باید این موارد را رعایت کنند 1. تحت نظارت مکانیزم‌های ارزیابی قرار بگیرند 2. با معاهدات بین‌المللی هماهنگ شوند. چرا که تهدیدهای نوین امنیت دریایی نیازمند مهارت‌ها و فناوری‌های جدیدی مانند «آگاهی حوزه دریایی» است. 3. ورود بازیگران جدید چالش‌هایی ایجاد می‌کند و نیاز به شناخت خوب فرهنگی و بوروکراتیک دارد. 4.ایمن‌سازی دریایی مستلزم همکاری دولت‌ها و الزام‌های فنی است. 5. تقویت نظارت و آموزش ضروری است. 5.اصلاح قوانین محموله‌ها و بازرسی کانتینرها برای بهبود ایمنی نیز در دستور کار باشد. 6.ایمنی دریایی از طریق رعایت ساختارهای بین‌المللی و اجرای دقیق استانداردها 7.هماهنگی در سازمان‌ها و همگرایی در تدوین کدها به منظور کاهش حوادث و آلودگی 8.. راهبرد imo 2020 برای کاهش اکسیدهای گوگرد و imo 2030 برای کاهش گازهای گلخانه‌ای.

international organizations not only play a role in developing normative frameworks, but also actively participate in promoting maritime security. the present study, using a descriptive-analytical method, examines the question of whether the approach of international organizations in developing normative frameworks can lead to improved maritime security. based on the results of the present study, it can be said that international organizations should observe the following in order to improve maritime security: 1. be supervised by assessment mechanisms 2. be coordinated with international treaties. this is because new threats to maritime security require new skills and technologies such as maritime domain awareness . 3. the entry of new actors creates challenges and requires good cultural and bureaucratic understanding. 4. maritime security requires cooperation between governments and technical requirements. 5. strengthening supervision and training is essential. 5. reforming cargo laws and container inspection to improve safety should also be on the agenda. 6. maritime safety through compliance with international structures and strict implementation of standards 7. coordination in organizations and convergence in the development of codes in order to reduce accidents and pollution 8.. imo 2020 strategy to reduce sulfur oxides and imo 2030 to reduce greenhouse gases.
