کنفرانس بینالمللی 1948 در ژنو منجر به تصویب کنوانسیونی شد که 1958 لازمالاجرا شد. اصلاحیههای 1964 تا 1993 تغییرات عمدهای ایجاد کردند، از جمله افزایش کمکهای فنی و تغییر نام به آیمو. آیمو نقش کلیدی در ایمنی دریانوردی و توسعه کشورهای در حال توسعه دارد. آیمو(imo) یا سازمان بینالمللی دریانوردی نهاد تخصصی سازمان ملل برای تدوین و نظارت بر مقررات حملونقل دریایی است که از سال 1959 فعالیت میکند. ماموریت آن ایمنی جان انسانها، کارآمدی حملونقل دریایی، پیشگیری از آلودگی و ارتقای همکاریهای فنی میان کشورهاست. سازمان بین المللی دریایی به عنوان قانونگذار جهانی، اسناد الزامآور و غیرالزامآور زیادی را تصویب کرده است. کنوانسیونهای مهم شامل solas 1974 برای ایمنی کشتیها و marpol 1973/78 برای پیشگیری از آلودگی دریایی هستند. همچنین stcw 1978 استانداردهای آموزش و صلاحیت کارکنان کشتیها را تعیین میکند تا خدمه با دانش و مهارت لازم آماده خدمت باشند. در سال 2002، imo کد isps را برای مقابله با تهدیدات امنیتی در کشتیرانی جهانی تصویب کرد. در پژوهش حاضر نقش سازمانهای بینالمللی در تدوین قوانین حمل و نقل دریایی با روش توصیفی – تحلیلی مورد بررسی قرار گرفت و نتیجه حاصل شد که سازمان بین المللی دریانوردی توانسته است با ایجاد سازوکارهایی پویا، امکان بازنگری و بهروزرسانی مستمر اسناد بینالمللی را فراهم نماید. همچنین این سازمان در اجرای موثر مقررات بینالمللی تصویب شده در چارچوب سازمان بینالمللی دریانوردی و بهبود صنعت و قوانین حمل و نقل دریایی نقش موثری داشته است.

Abstract

the 1948 international conference in geneva resulted in the adoption of a convention that entered into force in 1958. amendments from 1964 to 1993 introduced major changes, including increased technical assistance and a change of name to imo. imo plays a key role in maritime safety and the development of developing countries. the international maritime organization (imo) is a specialized agency of the united nations for the development and supervision of maritime transport regulations, operating since 1959. its mission is to ensure the safety of life, the efficiency of maritime transport, the prevention of pollution and the promotion of technical cooperation between countries. as a global legislator, the imo has adopted many binding and non-binding instruments. important conventions include solas 1974 for the safety of ships and marpol 1973/78 for the prevention of marine pollution. stcw 1978 also sets standards for the training and qualification of ship personnel so that crews are ready to serve with the necessary knowledge and skills. in 2002, imo adopted the isps code to address security threats in global shipping. in this study, the role of international organizations in formulating maritime transport laws was examined using a descriptive-analytical method, and it was concluded that the international maritime organization has been able to provide the possibility of continuous review and updating of international documents by creating dynamic mechanisms. this organization has also played an effective role in the effective implementation of international regulations approved within the framework of the international maritime organization and in improving the maritime transport industry and laws.
