Abstract
plastic pollution in the oceans, as one of the most pressing global environmental crises, poses a serious threat to human health, biodiversity, and the sustainability of marine ecosystems. each year, millions of tons of plastic enter the oceans from both land-based and maritime sources, a significant portion of which consists of microplastics that can exert multiple toxic effects on marine organisms and humans. addressing this crisis requires coordinated international action. this article aims to examine the obligations of states under the framework of the global plastics treaty and the treaty’s role in protecting the marine environment. using an analytical-legal methodology and drawing on library-based sources and documentary materials, the article reviews the key provisions and principles of the treaty, including extended producer responsibility, and analyzes their impact on reducing plastic production and consumption, managing waste, and eliminating problematic plastic products. the findings indicate that the global plastics treaty, by establishing an integrated and binding approach, strengthens the interaction between land- and sea-based systems, enhances state accountability, and contributes to the achievement of sustainable development goals. finally, the article emphasizes that the global plastics treaty can serve as an effective instrument for the sustainable protection of the marine environment and the reduction of plastic pollution, provided that states adhere to their obligations and align their national policies and actions with international objectives.
