Abstract
the blue economy, as an engine of sustainable global growth, is increasingly dependent on the development of critical infrastructure, especially ports. port development projects often require large and long-term investments, which has made public-private partnership models the main solution. the main challenge in these partnerships is transparency, optimal risk allocation, and accurate cost assessment throughout the project life cycle. this research aims to conduct a financial evaluation and cost structure analysis of port investment projects under the framework of public-private partnerships. using a quantitative-analytical approach and modeling a hypothetical project, the life cycle cost structure is analyzed. the findings show that the use of advanced management accounting models, especially in identifying and allocating opportunity costs and hidden risks, has a direct impact on improving key financial indicators (net present value and internal rate of return) for both public and private parties. transparency in cost reporting not only facilitates risk management but also increases the confidence of private investors to enter into maritime infrastructure projects. it is concluded that management accounting and cost accounting are essential tools to ensure the financial success and sustainability of public-private partnership projects in the maritime economy.
