analyzing accounting challenges in port public-private partnership projects: an approach to legal compliance and investment risk management

Authors
Abstract    public-private partnership projects, as a key tool in the development of port infrastructure, are associated with numerous complexities in financial, legal, and contractual aspects. this research examines and analyzes the accounting challenges arising from the dual nature of these projects (partnership of public and private entities). the main objective is to identify and explain accounting obstacles and ambiguities in the process of implementing port public-private partnership contracts, with an emphasis on compliance with legal regulations and its impact on investment risk management. the research method is a mixed (qualitative-quantitative) method, and the required data was collected and analyzed through content analysis of maritime and port public-private partnership contracts, as well as interviews with senior financial, legal, and executive managers of stakeholders involved in the projects. the research findings show that ambiguities in identifying the nature of assets, how to allocate income, timing of profit recognition, and transparency in disclosing financial information are among the most important accounting challenges in these projects. also, insufficient compliance with legal frameworks and international accounting standards exacerbates investment risks and negatively affects the ability to attract effective capital in port development. finally, this paper presents a conceptual framework for improving the accounting and financial reporting system in port public-private partnership projects to help improve transparency, manage risks better, and gain investor confidence.
