چکیده    توسعه بنادر و زیرساخت‌های اقتصادی دریاپایه نقش مهمی در ارتقای پایداری و ثبات اقتصاد کلان ایفا می‌کند؛ ازاین‌رو، شناسایی اثرات آن بر نوسان‌های اقتصادی، به‌ویژه در شرایط افزایش نااطمینانی، از اهمیت ویژه‌ای برخوردار است. با توجه به گسترش نقش فعالیت‌های اقتصادی دریاپایه و تشدید مراودات تجاری جهانی، این مقاله به بررسی اثر توسعه بنادر و نااطمینانی‌های داخلی و جهانی بر نوسان رشد اقتصادی در کشورهای دارای دسترسی دریایی منطقه منا می‌پردازد. در این مطالعه، با استفاده از داده‌های سالانه گردآوری‌شده از بانک جهانی طی دوره 2006–2024 برای 16 کشور منتخب، رابطه کوتاه‌مدت و بلندمدت متغیرها در قالب الگوی panel-ardl مورد بررسی قرار گرفته است. نتایج تجربی نشان می‌دهد که نااطمینانی‌های داخلی و جهانی اثر مثبت و معناداری بر نوسان رشد اقتصادی دارند و به تشدید بی‌ثباتی کلان منجر می‌شوند؛ با این حال، توسعه بنادر در بلندمدت اثر منفی و معناداری بر نوسان رشد اقتصادی دارد. این یافته‌ها بیانگر آن است که در مواجهه با نااطمینانی‌های فزاینده، زیرساخت‌های بندری می‌توانند به‌عنوان یک عامل ثبات‌ساز، نقش موثری در کاهش نوسانات رشد اقتصادی و افزایش تاب‌آوری اقتصادهای ساحلی منطقه منا ایفا کنند. از این‌رو، بهبود و توسعه هدفمند زیرساخت‌های بندری، از طریق تسهیل تجارت خارجی و تقویت ظرفیت سازگاری اقتصاد در برابر شوک‌های داخلی و خارجی، می‌تواند به ارتقای پایداری اقتصاد کلان کمک کند. بر این اساس، اتخاذ راهبردهای منسجم در توسعه اقتصاد دریاپایه می‌تواند ابزار موثری برای مدیریت نوسانات اقتصادی و افزایش سازگاری اقتصادهای منطقه منا با تحولات جهانی باشد.

   the role of port developments on economic growth volatility under conditions of domestic and global uncertainty: evidence from mena maritime countries

Abstract    the development of ports and marine-based economic infrastructure plays a crucial role in enhancing macroeconomic sustainability and stability; therefore, identifying its effects on economic fluctuations, especially under conditions of increasing uncertainty, is of particular importance. given the expanding role of marine-based economic activities and the intensification of global trade exchanges, this paper examines the impact of port development and domestic and global uncertainties on economic growth fluctuations in countries with maritime access in the mena region. in this study, using annual data collected from the world bank during the period 2006–2024 for 16 selected countries, the short-run and long-run relationships between variables are investigated within a panel-ardl framework. the empirical results indicate that domestic and global uncertainties have a positive and significant effect on economic growth fluctuations and lead to intensified macroeconomic instability; however, port development has a negative and significant effect on economic growth volatilities in the long run. these findings suggest that in the face of increasing uncertainties, port infrastructures can play an effective role as a stabilizing factor in reducing economic growth volatilities and enhancing the resilience of coastal economies in the mena region. consequently, targeted improvement and development of port infrastructure, by facilitating foreign trade and strengthening the economy s adaptive capacity against domestic and external shocks, can contribute to the promotion of macroeconomic stability. accordingly, adopting coherent strategies for the development of the marine-based economy can be an effective tool for managing economic fluctuations and increasing the adaptability of mena economies to global developments.
