چکیده    تبدیل کریدور بین‌المللی حمل‌ونقل شمال-جنوب به اهرم ژئواکونومیک برای ایران مستلزم فهم این است که چگونه یک شبکه ترانزیتی می‌تواند به قدرت چانه‌زنی پایدار تبدیل شود. مقاله حاضر با بهره‌گیری از چارچوب نظری قدرت شبکه‌ای، اقتصاد سیاسی تحریم و حکمرانی کریدور، و با روش مطالعه موردی تبیینی و ردیابی فرایند در نقاط عطف 2023 تا 2025، به این پرسش پاسخ می‌دهد که کریدور شمال-جنوب تحت چه شروط نهادی-سیاسی و با چه سازوکارهای حکمرانی ریسک می‌تواند ظرفیت ژئوپلیتیک اتصال‌پذیری را به اهرم مذاکره تبدیل کند. یافته‌های پژوهش نشان می‌دهد این تبدیل مستلزم تحقق هم‌زمان سه شرط است: نخست، تولید قابلیت اتکا در سطح شبکه از طریق رفع گلوگاه‌های کلیدی و ایجاد خدمت سرتاسری منظم؛ دوم، حکمرانی ریسک تحریم در زنجیره خدمات - مالی، بیمه، پیمانکار، انطباق - به نحوی که ریسک از محرک خودتحریمی به عامل مهارشده و قابل پیش‌بینی تبدیل شود؛ سوم، رقابت‌پذیری نهادی از طریق اصلاحات نرم، هماهنگی فرامرزی و ایجاد سازوکار مدیریت کریدور که زمان عبور و هزینه مبادله را کاهش دهد. تحلیل رقابت کریدورها نشان داد که بدون اصلاحات نرم و هماهنگی نهادی، حتی تکمیل زیرساخت فیزیکی نیز به مزیت پایدار تبدیل نمی‌شود. پیوند کریدور با سیاست‌های توسعه دریامحور - به‌ویژه تمرکز بر مکران و شبکه حمل‌ونقل ترکیبی - می‌تواند با ایجاد پس‌کرانه فعال و خوشه‌های ارزش‌افزا، کریدور را از مسیر عبوری به محرک توسعه فضایی ارتقا دهد. سناریوهای 2026-2030 نشان می‌دهند قدرت چانه‌زنی کریدور تابع کیفیت عملکرد است، نه صرف وجود مسیر. توصیه‌های سیاستی شامل ایجاد سازوکار مدیریت کریدور، نهادینه‌سازی حکمرانی ریسک تحریم، استفاده هوشمند از پنجره‌های دیپلماتیک و هم‌راستاسازی قابل سنجش با راهبرد دریامحور است.

   the political economy of the international north-south transport corridor: sanctions risk governance and corridor competition

Abstract    transforming the international north-south transport corridor (instc) into a geo-economic lever for iran requires understanding how a transit network can convert into sustainable bargaining power. drawing on theoretical frameworks of network power, the political economy of sanctions, and corridor governance, this article employs an explanatory case study methodology with process tracing at critical junctures from 2023 to 2025 to address the question: under what institutional-political conditions and through what sanctions risk governance mechanisms can the instc transform geopolitical connectivity potential into negotiating leverage? the findings demonstrate that this transformation requires the simultaneous fulfillment of three conditions: first, generating network-wide reliability through the removal of key bottlenecks and the establishment of consistent end-to-end services; second, governing sanctions risk across the service value chain—finance, insurance, contracting, compliance—such that risk shifts from a driver of self-sanctioning to a manageable and predictable factor; third, achieving institutional competitiveness through soft reforms, cross-border coordination, and the creation of corridor management mechanisms that reduce transit time and transaction costs. analysis of corridor competition reveals that without soft reforms and institutional coordination, even the completion of physical infrastructure fails to translate into sustainable advantage. aligning the corridor with maritime-oriented development policies—particularly the focus on makran and multimodal transport networks—can elevate the corridor from a transit route to a catalyst for spatial development by creating active hinterlands and value-added clusters. scenarios for 2026-2030 indicate that the corridor s bargaining power depends on performance quality, not merely route existence. policy recommendations include establishing corridor management mechanisms, institutionalizing sanctions risk governance, strategic utilization of diplomatic windows, and measurable alignment with maritime-oriented development strategy.
