نقش ایران در حکمرانی انرژی دریایی در خلیج فارس با درنظر گرفتن تاب آوری اقتصادی و تنش های ژئوپلیتیک

وجود منابع عظیم نفت و گاز در خلیج فارس از یک سو و تحریم‌ها و تنش‌های ژئوپلتیک از سوی دیگر سبب شده است کشورمان در شرایط حساسی در حوزه حکمرانی انرژی دریایی قرار داشته باشد. این تحقیق به شیوه مروری تحلیلی به بررسی نقش ایران در حکمرانی انرژی و تاثیر عوامل یاد شده بر آن می‌پردازد، نتایج بررسی‌ها نشان داد از منظر راهبردهای دریایی ایران یک رویکرد امنیت محور و ساختارهای متمرکز به این موضوع دارد، موقعیت ژئوپلیتیکی، توان بازدارندگی بالا، منابع سرشار و عمق استراتژیک از نقاط قوت کشورمان در حوزه حکمرانی انرژی به شمار می‌رود. اما از طرفی ضعف در نهادهای حکمرانی و وابستگی شدید به درامدهای نفتی از نقاط ضعف کشورمان در حوزه حکمرانی انرژی به شمار می‌رود، بر اساس تحلیل انجام شده تنوع بخشی به صادرات، تقویت دیپلماسی منطقه‌ای، اصلاح شیوه کشورداری، تمرکز بر فناوری‌های تاثیر گذار، ایجاد ثبات اقتصادی تقویت زیرساخت‌ها و توسعه همکاری‌ها از جمله راهبردهای پیشنهادی برای بهبود حکمرانی ایران در حوزه انرژی دریایی به شمار می‌رود.

iran's role in marine energy governance in the persian gulf, considering economic resilience and geopolitical tensions

the existence of huge oil and gas resources in the persian gulf on the one hand and sanctions and geopolitical tensions on the other hand have caused our country to be in a sensitive situation in the field of marine energy governance. this research examines iran s role in energy governance and the impact of the aforementioned factors on it in an analytical review manner. the results of the studies showed that from the perspective of maritime strategies, iran has a security-oriented approach and centralized structures on this issue. geopolitical position, high deterrence, abundant resources and strategic depth are considered as the strengths of our country in the field of energy governance. however, on the other hand, weakness in governance institutions and strong dependence on oil revenues are considered as the weaknesses of our country in the field of energy governance. based on the analysis, diversifying exports, strengthening regional diplomacy, reforming the style of statecraft, focusing on effective technologies, creating economic stability, strengthening infrastructure and developing cooperation are among the suggested strategies to improve iran s governance in the field of marine energy.
