خصوصی‌سازی اقتصادی و تاثیر آن بر حقوق بشر در پرتو جهانی شدن

پژوهش حاضر به بررسی ابعاد و پیامدهای خصوصی‌سازی اقتصادی و تاثیر آن بر حقوق بشر در عصر جهانی‌شدن می‌پردازد. هدف اصلی این مطالعه، تحلیل میزان انطباق فرآیندهای خصوصی‌سازی با اصول عدالت اقتصادی و استانداردهای حقوق بشر در بستر جهانی‌شدن، به‌ویژه در کشورهای در حال توسعه است. بر این اساس، فرضیه پژوهش آن است که خصوصی‌سازی، در صورتی که بدون چارچوب‌های نظارتی مبتنی بر حقوق بشر و عدالت اقتصادی انجام شود، می‌تواند موجب گسترش نابرابری، تضعیف حقوق اقشار آسیب‌پذیر و افزایش مخاطرات اجتماعی گردد؛ اما در چارچوب الزامات حقوق بشری، می‌تواند به کارآمدی اقتصادی و ارتقای عدالت اجتماعی منجر شود. در این راستا، ابتدا مفاهیم کلیدی نظیر خصوصی‌سازی، عدالت اقتصادی و جهانی‌شدن تبیین شده و سپس به این پرسش اساسی پاسخ داده می‌شود که خصوصی‌سازی چگونه می‌تواند در مسیر جهانی‌شدن به عدالت اقتصادی که از اهداف بنیادین نظام حقوق بشر است منتهی شود. روش تحقیق در این پژوهش توصیفی-اکتشافی است و داده‌ها از طریق مطالعات کتابخانه‌ای گردآوری شده‌اند. یافته‌ها نشان می‌دهند که اگر خصوصی‌سازی بدون رعایت ملاحظات حقوق بشری دنبال شود، می‌تواند به بروز بحران‌هایی نظیر نقض حقوق انسانی، افزایش نابرابری‌های اقتصادی، تضعیف اقشار کم‌درآمد و تعمیق فقر منجر گردد. از سوی دیگر، جهانی‌شدن به‌عنوان فرآیندی یکپارچه‌ساز، ضمن تسهیل توسعه خصوصی‌سازی، ابعاد مختلف زندگی بشر را نیز متاثر می‌سازد. نهادهای بین‌المللی مانند بانک جهانی و صندوق بین‌المللی پول با حمایت از خصوصی‌سازی، در اشاعه آن نقش مهمی ایفا کرده‌اند؛ بااین‌حال، پیشبرد این روند بدون توجه به اصول حقوق بشر، پیامدهای منفی قابل‌توجهی به همراه داشته است. این پژوهش تاکید می‌کند که تحقق عدالت اقتصادی، حفظ کرامت انسانی و رعایت برابری در بهره‌مندی از منابع، نیازمند تدوین سیاست‌های جامع مبتنی بر حقوق بشر و بازنگری در ساختار نهادهای بین‌المللی مالی و همچنین توسعه مکانیسم‌های پاسخگویی در قبال نقض حقوق انسانی است تا بتوان خصوصی‌سازی را با اهداف عدالت اجتماعی و الزامات جهانی‌شدن هم‌سو ساخت.

economic privatization and its impact on human rights in the context of globalization

this study examines the dimensions and consequences of economic privatization and its impact on human rights in the era of globalization. the main objective is to analyze the extent to which privatization processes align with the principles of economic justice and human rights standards within the globalized context, particularly in developing countries. the central hypothesis posits that privatization if implemented without regulatory frameworks grounded in human rights and economic justice may lead to increased inequality, the weakening of vulnerable groups’ rights, and the rise of social risks. however, when carried out in accordance with human rights requirements, privatization can contribute to economic efficiency and the promotion of social justice. to this end, key concepts such as privatization, economic justice, and globalization are first clarified. the study then addresses the core question of how privatization, within the trajectory of globalization, can lead to economic justice one of the fundamental objectives of the human rights system. the research adopts a descriptive–exploratory method, relying on library-based sources for data collection. findings indicate that privatization pursued without consideration of human rights concerns can result in crises such as human rights violations, increasing economic inequalities, weakening of low-income groups, and deepening poverty. moreover, globalization, as an integrative process, not only facilitates the expansion of privatization but also significantly affects various dimensions of human life. international institutions such as the world bank and the international monetary fund, through their support for privatization policies, have played a key role in its global dissemination; nevertheless, the advancement of this trend without regard for human rights principles has produced substantial negative consequences. the study concludes that achieving economic justice, safeguarding human dignity, and ensuring equality in access to resources require the formulation of comprehensive human-rights-based policies, a reassessment of the structure of international financial institutions, and the development of accountability mechanisms for human rights violations. these measures are essential for aligning privatization with the objectives of social justice and the demands of globalization.
