نقش جوامع محلی در تحقق عدالت زیست‌محیطی دریایی

سواحل و اکوسیستم های دریایی از مهم ترین منابع طبیعی جهان هستند که نه تنها در حفظ تنوع زیستی و تنظیم اقلیم نقش دارند، بلکه برای میلیون ها نفر منبع مستقیم معاش، فرهنگ و هویت محسوب می شوند. با این حال، بهره برداری ناپایدار، آلودگی های صنعتی و دریایی، تغییرات اقلیمی و توسعه نامتوازن، فشارهای گسترده ای بر این زیست بوم ها وارد کرده است و در این میان، جوامع محلی ساحلی و افراد به حاشیه رانده شده، از آسیب پذیرترین گروه ها هستند. در این راستا، عدالت زیست محیطی دریایی مفهومی است که بر توزیع منصفانه منابع و پیامدهای ناشی از بهره برداری از منابع دریایی، مشارکت برابر جوامع محلی در فرآیندهای تصمیم گیری و به رسمیت شناختن دانش و فرهنگ بومی، تاکید دارد. این تحقیق با روش کتابخانه ای و با رویکردی تحلیلی، به بررسی مفهوم عدالت زیست محیطی دریایی، نابرابری های زیست محیطی دریایی و راهکارهای تحقق عدالت زیست محیطی دریایی با کمک جوامع محلی، می پردازد. یافته های این تحقیق حاکی از آن بود که علی رغم وجود راهکاری مختلف، عدم توجه به نقش جوامع محلی و دانش، فرهنگ و مطالبات افراد، باعث می شود که اجرای عدالت زیست محیطی دریایی با مشکل مواجه شود. مشارکت فعال، آگاهانه و توانمند جوامع محلی همراه با حمایت های دولتی، لازمه تحقق عدالت زیست-محیطی دریایی می باشد.

coasts and marine ecosystems are among the world s most important natural resources, not only playing a role in preserving biodiversity and regulating the climate, but also being a direct source of livelihood, culture, and identity for millions of people. however, unsustainable exploitation, industrial and marine pollution, climate change, and unbalanced development have placed widespread pressures on these ecosystems, and among these, coastal local communities and marginalized people are among the most vulnerable groups. in this regard, marine environmental justice is a concept that emphasizes the fair distribution of resources and consequences resulting from the exploitation of marine resources, the equal participation of local communities in decision-making processes, and the recognition of indigenous knowledge and culture. this research, using a library method and an analytical approach, examines the concept of marine environmental justice, marine environmental inequalities, and strategies for realizing marine environmental justice with the help of local communities. the findings of this study indicated that despite the existence of various solutions, the lack of attention to the role of local communities and the knowledge, culture, and demands of individuals makes the implementation of marine environmental justice difficult. active, informed, and empowered participation of local communities, along with government support, is a prerequisite for the realization of marine environmental justice.
