چکیده
|
مدیریت پسماند شهری در ایران با وجود تصویب قانون مدیریت پسماندها (1383)، همچنان با چالشهای نهادی، مالی و اجرایی مواجه است. این مقاله با بهرهگیری از رویکرد حکمروایی چندسطحی، به بررسی تعامل میان سطوح ملی، استانی و محلی و بازیگران دولتی، خصوصی، مدنی و غیررسمی در نظام مدیریت پسماند میپردازد. روش تحقیق بهکاررفته توصیفی–تحلیلی است و دادهها از طریق مطالعه اسنادی و تحلیل محتوای قوانین، گزارشهای رسمی و پژوهشهای پیشین گردآوری شدهاند. یافتهها نشان میدهد که ریشه اصلی ناکارآمدی، نه در ضعف فنی، بلکه در ناهماهنگی میان سطوح تصمیمگیری و تعارض نهادی میان نهادهای ناظر و مجری است. چالشهای اصلی شامل گسست حقوقی، کمبود منابع مالی، و ضعف تنظیمگری در روابط افقی میان شهرداریها و بخش خصوصی است. برای گذار از این وضعیت، سه محور سیاستی پیشنهاد میشود: اصلاح نهادی با ایجاد سازمانهای منطقهای و بازنگری قانون؛ اصلاح ابزارهای سیاستی با گذار به اقتصاد چرخشی و اجرای مسئولیت گسترده تولیدکننده (epr)؛ و اصلاح اجتماعی از طریق ادغام بخش غیررسمی در نظام رسمی. در نتیجه، پایداری مدیریت پسماند در ایران مستلزم بازتعریف روابط قدرت و طراحی سازوکارهای مشارکتی در چارچوب حکمروایی چندسطحی است.

Abstract
|
urban waste management in iran has transformed from a technical-service challenge into a complex policy dilemma, rooted not in technological deficiencies but in structural and institutional shortcomings. environmental crises resulting from waste accumulation—particularly along the northern belt of the country—and socio-economic issues such as waste picking in major cities all signify the inefficiency of traditional, centralized, and single-level management models. adopting the theoretical framework of multi-level governance, this article analyzes the crisis within iran’s legal and institutional context. the multi-level governance approach argues that decision-making authority and executive power in complex domains such as waste management are distributed among a diverse set of actors—both vertically (national, provincial, and local levels) and horizontally (government, private sector, civil society, and the informal sector). this distribution itself is a key source of tension and inefficiency. using a descriptive-analytical method and a systematic review of legal literature, policy studies, and official documents, the research identifies the main governance challenges in iran’s waste sector. the findings reveal that the core issues include: institutional fragmentation and ambiguity in distinguishing between the supervisory role (department of environment) and the executive role (municipalities); implementation gaps due to legally imposed duties on municipalities without adequate financial support; inter-municipal conflicts over the siting of processing and disposal facilities; and ultimately, failure in horizontal coordination—particularly in regulating the private sector and recognizing the potential of the informal sector. in terms of policy implications, the paper emphasizes the need to move from state management to governance and to reform the legal framework. this transition requires institutionalizing the principle of subsidiarity in task distribution, advancing toward integrated urban management and planning, and establishing polycentric governance models to enhance system resilience. finally, innovative policy instruments such as extended producer responsibility (epr) and the circular economy framework are introduced and analyzed as effective tools to overcome the financial and institutional deadlocks of iran’s multi-level system.
