معیارها و استانداردهای شهر سبز و دانشگاه سبز با رویکرد به شهر اسلامی

با افزایش چالش‌های زیست‌محیطی در قرن بیست‌ویکم، توسعه شهرهای سبز و دانشگاه‌های سبز به یکی از ضرورت‌های اساسی توسعه پایدار تبدیل شده است. این مقاله با هدف شناسایی و تحلیل معیارها و استانداردهای بین‌المللی شهر سبز و دانشگاه سبز و تطبیق آن‌ها با رویکردهای اسلامی، به بررسی جامع این حوزه می‌پردازد. روش‌شناسی پژوهش مبتنی بر مرور نظام‌مند ادبیات علمی و تحلیل محتوای منابع اسلامی است. یافته‌های پژوهش نشان می‌دهد که معیارهای شهر سبز شامل شاخص‌های انرژی، آب، پسماند، فضاهای سبز شهری، ساختمان‌های سبز و حکمرانی محیطی است. استانداردهای دانشگاه سبز نیز بر حکمرانی محیطی، ادغام پایداری در برنامه درسی، گزارشگری سبز، عملیات پایدار و شاخص‌های پیگیری تاکید دارند. رویکردهای اسلامی با تکیه بر مفاهیم خلافت، مقاصد شریعت، اخلاق زیست‌محیطی و معماری اسلامی، چارچوبی اخلاقی و عملیاتی برای تقویت این معیارها ارائه می‌دهند. نتایج نشان می‌دهد که تلفیق معیارهای فنی بین‌المللی با ارزش‌های اسلامی می‌تواند راهکارهای موثری برای پیاده‌سازی شهرهای سبز و دانشگاه‌های سبز در کشورهای اسلامی فراهم آورد. چالش‌های اصلی شامل شکاف سیاست و اجرا، محدودیت منابع مالی و پیچیدگی نهادی است که با استفاده از ابزارهای مالی اسلامی، تقویت گزارشگری و آموزش فرهنگ‌سازی قابل مدیریت است.

criteria and standards of green city and green university with an approach to islamic city

with the increasing environmental challenges in the 21st century, the development of green cities and green universities has become one of the basic necessities of sustainable development. this article aims to identify and analyze international criteria and standards for green cities and green universities and adapt them to islamic approaches, and to comprehensively examine this field. the research methodology is based on a systematic review of scientific literature and content analysis of islamic sources. the research findings show that green city criteria include indicators of energy, water, waste, urban green spaces, green buildings, and environmental governance. green university standards also emphasize environmental governance, integration of sustainability into the curriculum, green reporting, sustainable operations, and tracking indicators. islamic approaches, relying on the concepts of caliphate, sharia objectives, environmental ethics, and islamic architecture, provide an ethical and operational framework to strengthen these criteria. the results show that combining international technical criteria with islamic values can provide effective solutions for implementing green cities and green universities in islamic countries. the main challenges include policy and implementation gaps, limited financial resources, and institutional complexity, which can be managed by using islamic financial instruments, strengthening reporting, and training in culture building.
