Abstract
this study, using an analytical and comparative approach, examines the legal frameworks of renewableenergies in iran and germany, focusing on the renewable electricity feed-in tariff system. the main issue is toidentify the fundamental differences in the institutional, financial, and legislative structures of the two countriesand the impact of these differences on the effectiveness of support policies. the aim of the research is to explainthe reasons for the relative inefficiency of the guaranteed purchase system in iran and to extract legal andinstitutional lessons from the successful experience of germany. the research method is based on the analysisof the laws, regulations, and executive structures of both countries and their comparison in terms of legalstability, independence of regulatory institutions, and financing methods. the results showed that the germanlegal system, with its legislative stability, independent regulatory body, and stable financial fund, has beenable to realize extensive investment in the renewable energy sector and provide a high share of electricity fromclean sources. in contrast, the iranian system faces structural problems due to institutional financialdependence, regulatory instability, and weak guarantees for the implementation of government obligations. italso examined the legal frameworks for supporting solar energy in the iranian and german power purchasesystems, and while analyzing the policy foundations, support tools, and executive guarantees, it showed thatfinancial stability, regulatory transparency, and priority for grid injection in the german model have providedan efficient model for reforming iran's legal structure. the research conclusion emphasizes that reforming theguaranteed electricity purchase system in iran should be based on three axes: institutional independence, financial sustainability, and legal transparency, in order to pave the way for the transition to a clean energyeconomy
