نقش ابزارهای سیاستگذاری فناوری و نوآورانه در توسعه محصولات سبز

ابزارهای سیاستی، وسیله‌هایی هستند که دولت­ها با استفاده از آنها تلاش می‌کنند تا سیاست‌ها را اجرا کنند. تحقق آرمان‌ها و هدف‌های بلند مدت مورد نظر سیاست­گذاران، نیازمند استفاده از ابزارهای سیاستی مناسب هستند. با مطالعۀ مبانی نظری ابزارهای سیاست‌گذاری می­توان فهمید که دسته­بندی هر پژوهشگر از ابزارهای سیاستی علم و فناوری، وابسته به محیط سیاستگذاری و هدف‌های خاص او در تبیین سیاست است. هدف مقاله حاضر بررسی نقش ابزارهای سیاستگذاری فناوری و نوآورانه در توسعه محصول سبز است. برای این منظور، روش مطالعه کتابخانه‌ای اسنادی مورد استفاده قرار گرفت و یک مرور ادبیاتی گسترده در موضوعات و زمینه های مربوطه انجام شد. نتایج تحقیق حاکی از آن است که سیاست­هایی مانند ایجاد انگیزه از طریق مشوق‌های مالی و حمایتی، تسهیل انتقال دانش میان دانشگاه‌ها و صنایع، تسریع تجاری‌سازی محصولات سبز، ارتقای استانداردها زیست‌محیطی، گسترش بازار و پذیرش اجتماعی از طریق اطلاع‌رسانی، و کاهش موانع نهادی با اصلاح قوانین می­تواند مسیر توسعه محصول سبز را هموار کند و ابزارهای سیاستگذاری فناورانه باید به عنوان یک عامل مهم و تاثیرگذار بر پایداری زیست‌محیطی و اقتصادی، از سوی سیاستگذاران بیش­تر مورد توجه قرار گیرد.

policy instruments are the means by which governments attempt to implement policies. achieving thelong-term goals and objectives of policymakers requires the use of appropriate policy instruments. bystudying the theoretical foundations of policy instruments, it can be understood that each researcher'sclassification of science and technology policy instruments depends on the policy environment andhis specific goals in explaining policy. the aim of the present article is to examine the role oftechnological and innovative policy instruments in green product development. for this purpose, thelibrary-document study method was used and an extensive literature review was conducted on therelevant topics and fields. the results of the study indicate that policies such as creating incentivesthrough financial and support incentives, facilitating knowledge transfer between universities andindustries, accelerating the commercialization of green products, improving environmentalstandards, expanding the market and social acceptance through information dissemination, andreducing institutional barriers by amending laws can pave the way for green product development,and technological policy tools should be given more attention by policymakers as an important andinfluential factor on environmental and economic sustainability.
