مقایسه تطبیقی ضوابط بام و نمای پنجم در کلان‌شهرهای ایران و شهرهای بین‌المللی

رشد سریع شهرنشینی، افزایش تراکم جمعیت و گسترش ساخت‌وسازهای بلندمرتبه در دهه‌های اخیر، اهمیت توجه به بام و نمای پنجم ساختمان‌ها را دوچندان کرده است. بام‌ها و نماهای پنجم نه‌تنها نقش عملکردی در مدیریت انرژی، تهویه و کاهش آلودگی دارند، بلکه به‌عنوان بخشی از هویت بصری و زیبایی‌شناسی شهری نیز مطرح هستند. این مقاله با رویکرد تطبیقی، ضوابط بام و نمای پنجم در کلان‌شهرهای ایران و برخی شهرهای بین‌المللی را بررسی می‌کند. نتایج نشان می‌دهد که در شهرهای بین‌المللی، سیاست‌های ترکیبی شامل اجبار قانونی و مشوق‌های اقتصادی، تدوین استانداردهای فنی و آموزش عمومی، به گسترش موفقیت‌آمیز بام سبز و ارتقای کیفیت نمای پنجم کمک کرده است. در مقابل، در ایران ضعف در سیاست‌گذاری، هزینه‌های بالا و کمبود آگاهی عمومی مانع توسعه این رویکردها شده است. در پایان، راهکارهایی برای بهبود سیاست‌گذاری و طراحی شهری در ایران ارائه می‌شود.

comparative study of roof and fifth façade regulations in major cities of iran and international cities

the rapid growth of urbanization, increased population density, and the expansion of highrise constructions in recent decades have intensified the importance of addressing roofs andthe fifth façade of buildings. roofs and fifth façades not only play a functional role in energymanagement, ventilation, and pollution reduction but also serve as an integral part of thevisual identity and urban aesthetics. this paper, through a comparative approach, examinesthe roof and fifth façade regulations in major cities of iran and some international cities. theresults show that in international cities, combined policies including legal enforcement,economic incentives, technical standardization, and public education have successfullypromoted green roofs and enhanced the quality of the fifth façade. in contrast, in iran,weaknesses in policymaking, high costs, and lack of public awareness have hindered thedevelopment of these approaches. finally, solutions for improving urban design andpolicymaking in iran are presented.
