Abstract
this study was conducted with the aim of analyzing the challenges and implementationstrategies of the circular economy in iranian metropolises. methodologically, the research isdescriptive-survey in nature and applied in purpose. the statistical population comprisedmanagers and specialists in the fields of waste management, urban planning, andenvironmental affairs in four major iranian cities—tehran, isfahan, mashhad, and tabriz—of whom 220 individuals were selected through stratified random sampling. the researchinstrument was a researcher-developed questionnaire comprising four sections, whosevalidity was confirmed by eight experts and whose reliability was calculated usingcronbach’s alpha coefficient (α = 0.89). the findings revealed that the challenges of “lackof transparent laws and regulations” (mean = 4.45) and “financial resource constraints”(mean = 4.28) were, respectively, the most significant challenges. among the proposedstrategies, “development of a national strategic document” (mean = 4.52) and “establishmentof economic incentives” (mean = 4.34) received the highest priority. these findings areconsistent with international studies, including assessments of the circular economy in gulfcooperation council countries [1] and experiences of european cities such as london [9],which emphasize the necessity of institutional reform and policy-oriented financialmechanisms to advance circular urban systems.
