حکمرانی زیست محیطی و چالش‌های فراروی آن

حکمرانی زیست‌محیطی در ایران با چالش‌های پیچیده و چندوجهی مواجه است که تحقق اهداف توسعه پایدار را با مشکلات جدی روبه‌رو ساخته است. این مقاله با روش توصیفی و تحلیلی و با گردآوری اطلاعات به شیوه کتابخانه ای به بررسی جامع چالش‌های اجتماعی، حقوقی، فناوری و اقتصادی پیش‌روی حکمرانی زیست‌محیطی پرداخته است. در بعد اجتماعی و حقوقی، تعارض اصل حاکمیت دولت‌ها با الزامات زیست‌محیطی، ضعف اجرایی مقررات، فساد اداری، نارسایی‌های ساختاری و نهادی، فقر اطلاعاتی و دانش محیط‌زیستی مردم و عدم هماهنگی سازمان‌های متولی به عنوان موانع اساسی هستند. در بعد فناوری و اقتصادی، فقر و مشکلات اقتصادی، ضعف تکنولوژیک و فناوری صنعتی، فقدان آمایش سرزمینی اصولی، نبود سیاست‌گذاری کلان و جامع و مشکلات ارزیابی زیست‌محیطی مهم‌ترین چالش‌ها محسوب می‌شوند. استفاده از تجهیزات قدیمی با بازدهی پایین، تمرکز جمعیتی غیراصولی در کلان‌شهرها و ضعف در اجرای ارزیابی‌های زیست‌محیطی از جمله دیگر چالش‌ها هستند. برایند این تحقیق آن است که حل این معضلات نیازمند رویکردی یکپارچه و چندبخشی است که شامل تقویت همکاری میان سازمانی، ارتقای سطح آگاهی عمومی، بهبود ساختارهای نهادی، توسعه فناوری‌های پاک، اجرای دقیق آمایش سرزمینی و تدوین سیاست‌های جامع زیست‌محیطی می باشد.

environmental governance in iran faces complex and multifaceted challenges that have posed serious problems for the achievement of sustainable development goals. this article, using a descriptive and analytical method and collecting information in a library manner, comprehensively examines the social, legal, technological, and economic challenges facing environmental governance. in the social and legal dimension, the conflict between the principle of government sovereignty and environmental requirements, weak enforcement of regulations, administrative corruption, structural and institutional inadequacies, poor information and environmental knowledge of the people, and lack of coordination between the responsible organizations are the main obstacles. in the technological and economic dimension, poverty and economic problems, weak technological and industrial technology, lack of territorial planning, lack of macro and comprehensive policymaking, and problems with environmental assessment are considered the most important challenges. the use of old equipment with low efficiency, concentration of the majority of the population in metropolitan areas, and weakness in implementing environmental assessments are among other challenges. the conclusion of this research is that solving these environmental problems requires an integrated and multi-sectorial approach that includes strengthening inter-organizational cooperation, raising public awareness, improving institutional structures, developing clean technologies, implementing precise spatial planning, and formulating comprehensive environmental policies.
