نقش دانشگاه‌ها و شهرداریها در توسعه زیرساخت‌های سبز و اقلیم‌محور: از آموزش تا اجرا

افزایش تهدیدهای اقلیمی و محیط‌زیستی، ضرورت توسعه زیرساخت‌های سبز و اقلیم‌محور را برای بهبود تاب‌آوری، سلامت شهری و کیفیت زندگی آشکار ساخته است. دانشگاه‌ها و شهرها به‌عنوان دو بازیگر کلیدی در چرخه تولید دانش، آموزش، نوآوری و پیاده‌سازی سیاست‌ها و پروژه‌های عملی، نقش مکمل و تعیین‌کننده‌ای در طراحی، توسعه و نگهداری این زیرساخت‌ها دارند. این مقاله با مروری نظام‌مند بر مبانی نظری، نمونه‌های عملی، سازوکارهای نهادی و ابزارهای مالی مدیریتی، چارچوبی عملیاتی ارائه می‌دهد که از آموزش و ظرفیت‌سازی تا اجرا و ارزیابی پوشش می‌دهد. نتایج نشان می‌دهد هم‌افزایی میان آموزش میان‌رشته‌ای دانشگاهی، سیاست‌گذاری شهری، مشارکت اجتماعی و مکانیزم‌های مالی نوین کلید موفقیت در تبدیل سیاست به عمل است.

the role of universities and municipalities in developing green and climate-friendly infrastructure: from education to implementation

abstract the growing climate and environmental threats have highlighted the need to develop green and climate-oriented infrastructures to enhance resilience, urban health, and quality of life. universities and cities, as two key actors in the cycle of knowledge production, education, innovation, and the implementation of policies and practical projects, play complementary and decisive roles in the design, development, and maintenance of such infrastructures. through a systematic review of theoretical foundations, practical examples, institutional mechanisms, and financial–managerial tools, this article presents an operational framework that spans from education and capacity-building to implementation and evaluation. the findings indicate that synergy among interdisciplinary academic education, urban policymaking, social participation, and innovative financial mechanisms is the key to successfully translating policy into practice.
