سیاست‌گذاری کاهش آلودگی هوا؛ راهبردها، چالش‌ها و پیشنهادات

آلودگی هوا یکی از مهم‌ترین چالش‌های زیست‌محیطی و سلامت عمومی در ایران به شمار می‌رود که به‌ویژه در کلان‌شهرها، پیامدهای جدی اجتماعی، اقتصادی و بهداشتی به همراه داشته است. این مقاله با هدف بررسی سیاست‌های موجود در زمینه کنترل آلودگی هوا، به تحلیل نقاط ضعف اجرایی، چالش‌های نهادی و راهکارهای نوین در حوزه قانون‌گذاری، فناوری و مشارکت مردمی می‌پردازد. یافته‌ها نشان می‌دهند که اجرای سیاست‌های چندلایه شامل توسعه حمل‌ونقل عمومی پاک، بازنگری در قوانین زیست‌محیطی، بهره‌گیری از فناوری‌های هوشمند و آموزش شهروندان، می‌تواند نقش موثری در کاهش آلودگی هوا ایفا کند. همچنین با مرور تجربیات موفق جهانی، مسیرهایی برای بومی‌سازی سیاست‌گذاری در ایران پیشنهاد شده است. این پژوهش بر ضرورت هماهنگی بین نهادهای مسئول، پایش دقیق داده‌ها و تقویت زیرساخت‌های اجرایی تاکید دارد.

air pollution is one of the most important environmental and public health challenges in iran, which has had serious social, economic, and healthconsequences, especially in metropolitan cities.this article aims to review existing policies in thefield of air pollution control, analyzingimplementation weaknesses, institutionalchallenges, and new solutions in the fields oflegislation, technology, and public participation.the findings show that implementing multi-layeredpolicies, including developing clean publictransportation, reviewing environmental laws,utilizing smart technologies, and educating citizens,can play an effective role in reducing air pollution.also, by reviewing successful global experiences,paths for localizing policymaking in iran have beensuggested. this research emphasizes the need forcoordination between responsible institutions,careful data monitoring, and strengthening executiveinfrastructure.
