توسعه کاربست انرژی‌های تجدیدپذیر در زیرساخت‌های شهری با استفاده از انتشار صکوک سبز در ایران

افزایش شکاف میان عرضه و تقاضای انرژی و محدودیت منابع مالی برای توسعه‌ی زیرساخت‌های شهری، از مهم‌ترین عوامل چالشی در تحقق توسعه‌ی پایدار شهری محسوب می‌شوند. از پیامدهای اقتصادی و زیست‌محیطی این امر می‌توان به رشد هزینه‌های تامین انرژی، کاهش بهره‌وری اقتصادی زیرساخت‌ها، انتشار گازهای گلخانه‌ای و آلودگی زیست‌محیطی اشاره کرد. در چنین شرایطی، صکوک سبز به‌عنوان ابزار نوین مالی اسلامی می‌تواند راهکار موثری برای تامین منابع مالی لازم جهت توسعه‌ی پروژه‌های انرژی پاک و ارتقای سهم انرژی‌های تجدیدپذیر در زیرساخت‌های شهری فراهم کند. پژوهش حاضر با رویکرد تحلیلی-توصیفی و با روش کتابخانه‌ای، به بررسی نقش و کارکرد صکوک سبز در توسعه‌ی انرژی‌های تجدیدپذیر و ارتقای زیرساخت‌های شهری در ایران خواهد پرداخت. همچنین با مطالعه‌ی تجربه‌ی کشورهای موفق در زمینه‌ی تامین مالی و به‌کارگیری انرژی‌های پاک، پتانسیل‌های موجود در مدیریت زیرساخت‌های شهریِ شهرهای ایران شناسایی شده و پیشنهادهای سیاستی مقتضی ارائه خواهد شد.

development of renewable energy applications in urban infrastructure through the issuance of green sukuk in iran

the widening gap between energy supply and demand, along with financial resource constraints for urban infrastructure development, are among the major challenges to achieving sustainable urban development. the economic and environmental consequences of this issue include increasing energy supply costs, reduced economic efficiency of infrastructure, greenhouse gas emissions, and environmental pollution. under such circumstances, green sukuk, as an innovative islamic financial instrument, can serve as an effective solution for securing the financial resources needed to develop clean-energy projects and enhance the share of renewable energy within urban infrastructure. this study, using an analytical–descriptive approach and a library research method, examines the role and function of green sukuk in the development of renewable energies and the improvement of urban infrastructure in iran. in addition, by reviewing the experiences of countries that have successfully financed and implemented clean-energy initiatives, the existing potentials for urban infrastructure management in iranian cities will be identified, and appropriate policy recommendations will be presented.
