green architecture as urban capital: developing a “green-investor municipality” model based on the economic valuation of urban parks (case study: javan mardan park, tehran)

Authors
Abstract    in recent years, the intensification of climate-related impacts, declining air quality, and rising thermal stress in iranian megacities have shifted the role of urban green spaces from a “budgetary burden” to an “eco-economic asset” that contributes directly to urban welfare, public health, and resilience. within contemporary green urbanism, parks and residential green environments function as primary layers of the city’s ecological infrastructure, delivering a wide range of ecosystem services such as thermal regulation, psychological restoration, air purification, and the enhancement of social cohesion. despite this, prevailing urban management approaches in iran continue to prioritize short-term construction costs, often overlooking the real economic value of these services in planning and decision-making. this study aims to economically value tehran’s javan mardan park and to assess its strategic role in strengthening urban green infrastructure. a quantitative approach was employed using the travel cost method, complemented by descriptive analysis, factor analysis, and the friedman test. results indicate that ecological attributes—particularly visual landscape quality, thermal comfort, and air-quality improvements—hold the highest weight in recreational valuation, followed by social and aesthetic benefits. moreover, the estimated annual economic value of the park demonstrates that urban green spaces can function as high-return municipal assets. based on these findings, the study proposes a “green investor municipality model,” a framework that leverages ecosystem-service valuation to support environmental quality enhancement, urban resilience, and the expansion of sustainable infrastructure.
