legal analysis of the use of smart technologies in urban water resource management and prevention of water waste and pollution

Authors
Abstract    the use of smart technologies in urban water resources management plays an effective role in reducingwater waste and pollution and improving the quality of distribution networks. this study aimed to analyze thelegal application of these technologies in iran and to conduct a comparative study of the experience ofeuropean countries. the research method is descriptive-analytical and includes a review of national lawsrelated to water management and environmental protection, executive regulations, judicial practice, and astudy of practical examples in germany, the netherlands, and sweden. the findings show that smart qualitymonitoring systems, sensors, and consumption prediction tools have been able to reduce water waste by 15 to25 percent and provide the possibility of preventing pollution and leakage in urban networks. the legalanalysis revealed that in iran, the current laws, especially in the field of determining the liability of operatorsand data protection, have gaps and do not provide sufficient enforcement guarantees to deal with technicalerrors and compensation for damages. a review of the experience of european countries showed that thedevelopment of clear regulations on operator liability, citizen access to information, and data protection hasnot only reduced waste but also increased public trust in the water resources management system. based onthe results of this study, combining smart technologies with targeted legal reforms can significantly improvethe efficiency and sustainability of urban water resources management in iran and provide a reliable legalframework for preventing waste and pollution. this research shows that the legal status of smart technologiesin the water management system is of fundamental importance, both in preventing damage and ensuring legalliability
