Abstract
chlorination management in water-stressed areas is a fundamental challenge for ensuring safe drinkingwater supply. this study, using secondary data from credible scientific databases and organizational reports, investigates chlorination challenges under water scarcity conditions. findings indicate that in water-stressedregions, residual chlorine at the network extremities is often below the standard threshold (0.2 mg/l),increasing the risk of microbial regrowth. multiple factors including increased hydraulic residence time, elevated temperature, poor raw water quality, and deteriorated network conditions contribute to rapid chlorinedecay. global experiences demonstrate that strategies such as using chloramine instead of free chlorine, installing booster chlorination stations at strategic points, optimizing hydraulic residence time, networkpressure management, and continuous monitoring can maintain water microbial quality even under severewater stress conditions. australia increased chlorine persistence threefold by switching to chloramine. israelreduced chlorine dosage by 30% through online monitoring systems and smart booster stations. singaporemaintained uniform water quality across its network through integrated management. this paper provides apractical framework for iranian water managers based on existing data without requiring expensive pilotstudies. for iran, it is recommended to start with low-cost, rapid-implementation solutions including chlorinedose optimization, identifying and eliminating dead-end zones, installing simple test kits, and better planningof water interruptions. subsequently, more comprehensive solutions such as booster chlorination stations, chloramine conversion in large cities, pipe relining, and simple monitoring systems can be implemented.investment in this area is economically justified not only for public health assurance but also through reductionof waterborne disease treatment costs.
