حکمرانی و تامین مالی پروژه‌های اقتصاد چرخشی در شهر سبز: ارائه چارچوبی عملیاتی مبتنی بر تجارب موفق جهانی

این پژوهش باهدف ارائه چارچوبی عملیاتی برای حکمرانی و تامین مالی پروژه‌های اقتصاد چرخشی در شهرهای سبز انجام شد. روش تحقیق، مطالعه تطبیقی - تحلیلی با بررسی تجارب پنج شهر پیشرو جهانی شامل کپنهاگ، آمستردام، سنگاپور، ونکوور و استکهلم بود. داده‌ها از اسناد معتبر بین‌المللی و گزارش‌های رسمی شهرداری‌ها طی دوره 2023-2020 گردآوری و با تحلیل مضمونی تجزیه و تحلیل شدند. یافته‌ها نشان داد مدل‌های حکمرانی موفق بر مشارکت تمامی ذینفعان و هماهنگی بین‌بخشی تاکید دارند. ابزارهای نوآورانه تامین مالی مانند اوراق قرضه سبز، صندوق‌های سرمایه‌گذاری مشترک و مشارکت عمومی-خصوصی نقش کلیدی در اجرای پروژه‌ها ایفا می‌کنند. فناوری‌های دیجیتال و پلتفرم‌های هوشمند امکان پایش و بهینه‌سازی جریان مواد را فراهم می‌سازند. چارچوب پیشنهادی در چهار بعد حکمرانی، مالی، فناوری و اجتماعی ارائه شد که قابلیت تطبیق با شرایط بومی شهرهای مختلف را دارا می‌باشد. چارچوب نهایی شامل گام‌های عملیاتی برای هر بعد و شاخص‌های کلیدی عملکردی (kpi) برای پایش پیشرفت است .این چارچوب می‌تواند راهنمای عملی برای مدیران و سیاست‌گذاران شهری در اجرای موفق پروژه‌های اقتصاد چرخشی باشد و به تحقق اهداف پایداری شهری کمک نماید.

this research was conducted with the aim of presenting an operational framework for the governance and financingof circular economy projects in green cities. the research method was a comparative-analytical study examining theexperiences of five leading global cities: copenhagen, amsterdam, singapore, vancouver, and stockholm. datawere collected from valid international documents and official municipal reports during the period 2020-2023 andanalyzed using thematic analysis. findings revealed that successful governance models emphasize the participationof all stakeholders and inter-sectoral coordination. innovative financing instruments such as green bonds, jointinvestment funds, and public-private partnerships play a key role in project implementation. digital technologiesand smart platforms enable the monitoring and optimization of material flows. the proposed framework waspresented across four dimensions: governance, financial, technological, and social, possessing the capability to adaptto the local conditions of various cities. the final framework includes operational steps for each dimension and keyperformance indicators (kpis) for monitoring progress. this framework can serve as a practical guide for urbanmanagers and policymakers in the successful implementation of circular economy projects and help achieve urbansustainability goals.
