چالش‌ها و فرصت‌های بودجه‌ریزی سبز در مدیریت شهری

بودجه‌ریزی سبز به‌عنوان یک رویکرد نوین در نظام مالی شهرداری‌ها با هدف تلفیق ملاحظات زیست‌محیطی در فرآیند تخصیص منابع و تصمیم‌گیری‌های مالی مطرح شده است. این مقاله با استفاده از روش توصیفی-تحلیلی و بر اساس منابع کتابخانه‌ای و اسنادی، به بررسی چالش‌ها و فرصت‌های پیاده‌سازی بودجه‌ریزی سبز در مدیریت شهری پرداخته است. یافته‌ها نشان می‌دهند که مهم‌ترین چالش‌های پیش‌رو عبارتند از: ضعف داده‌های زیست‌محیطی، کمبود منابع مالی، مقاومت نهادی، نبود آموزش تخصصی و نبود چارچوب‌های قانونی مناسب. در مقابل، فرصت‌هایی مانند افزایش شفافیت مالی، بهبود کیفیت گزارش‌گری، کاهش هزینه‌های بلندمدت، ارتقای پاسخ‌گویی و تحقق اهداف توسعه پایدار از مزایای کلیدی این نظام به‌شمار می‌روند. علاوه بر این، استفاده از فناوری‌های نوین مانند هوش مصنوعی و سیستم‌های اطلاعاتی یکپارچه می‌تواند نقش موثری در اجرای موفقیت‌آمیز بودجه‌ریزی سبز ایفا کند. پیشنهاد می شود که شهرداری‌ها با تدوین دستورالعمل‌های بومی، آموزش نیروی انسانی، تقویت زیرساخت‌های اطلاعاتی و همکاری با نهادهای نظارتی و تحقیقاتی، گام‌های موثری در جهت نهادینه‌سازی بودجه‌ریزی سبز بردارند.

green budgeting has emerged as an innovative approach within the financial system of municipalities, aiming to integrate environmental considerations into the resource allocation process and financial decision-making. this paper, using a descriptive-analytical method and based on library and documentary sources, examines the challenges and opportunities of implementing green budgeting in urban management. the findings indicate that the main challenges include: insufficient environmental data, lack of financial resources, institutional resistance, lack of specialized training, and the absence of appropriate legal frameworks. in contrast, opportunities such as increasing financial transparency, improving reporting quality, reducing long-term costs, enhancing accountability, and achieving sustainable development goals are key benefits of this system. furthermore, the use of modern technologies such as artificial intelligence and integrated information systems can play a significant role in the successful implementation of green budgeting. it is recommended that municipalities take effective steps toward institutionalizing green budgeting by developing local guidelines, training human resources, strengthening information infrastructure, and collaborating with regulatory and research institutions.
