تبیین نقش دیپلماسی دریایی در توسعه گردشگری بین‌المللی

این پژوهش با هدف تبیین نقش راهبردی دیپلماسی دریایی در توسعه گردشگری بین‌المللی و با استفاده از روش کتابخانه‌ای انجام شده است. در این راستا، با تحلیل محتوای نظام‌مند اسناد و همچنین مرور ادبیات گسترده علمی در این حوزه، داده‌های لازم گردآوری و تحلیل شده‌اند. یافته‌های تحقیق نشان می‌دهد که دیپلماسی دریایی از طریق پنج مکانیسم کلیدی، توسعه گردشگری بین‌المللی را تسهیل می‌کند: نخست، ایجاد چارچوب‌های حقوقی و نهادی برای بهره‌برداری مشترک و صلح‌آمیز از منابع دریایی که امنیت و ثبات لازم برای سرمایه‌گذاری در زیرساخت‌های گردشگری را فراهم می‌سازد. دوم، توسعه کریدورهای گردشگری مشترک با کشورهای همسایه که امکان ایجاد تورهای ترکیبی، بهینه‌سازی مسیرها و جذب بازارهای جدید گردشگری را میسر می‌نماید. سوم، تقویت اعتمادسازی و ایجاد محیطی امن و باثبات در مناطق ساحلی که پیش‌نیاز اساسی برای جذب گردشگران بین‌المللی و توسعه فعالیت‌های گردشگری محسوب می‌شود. چهارم، کاهش موانع سیاسی و بوروکراسی‌های اداری از طریق هماهنگی‌های بین‌دولتی که زمینه را برای توسعه پایدار صنعت گردشگری دریایی هموار می‌سازد. و پنجم، تسهیل همکاری‌های منطقه‌ای در زمینه بازاریابی مشترک، استانداردسازی خدمات و توسعه منابع انسانی که ارتقای کیفیت خدمات گردشگری دریایی را در پی دارد. این پژوهش نشان می‌دهد که دیپلماسی دریایی کارآمد نه تنها به عنوان بسترسازی برای توسعه گردشگری، بلکه به عنوان موتور محرک رشد اقتصادی کشورهای ساحلی از طریق جذب سرمایه‌گذاری، ایجاد اشتغال و توسعه زیرساخت‌ها عمل می‌نماید.

the explanation of the role of maritime diplomacy in the development of international tourism

this study aims to explain the strategic role of maritime diplomacy in the development of international tourism, using a library research method. through systematic content analysis of relevant documents and a comprehensive review of scientific literature in this field, the necessary data were collected and analyzed. the research findings indicate that maritime diplomacy facilitates the development of international tourism through five key mechanisms: first, the establishment of legal and institutional frameworks for the peaceful and shared utilization of maritime resources, which provides the necessary security and stability for investment in tourism infrastructure. second, the development of joint tourism corridors with neighboring countries, enabling the creation of combined tours, route optimization, and the attraction of new tourism markets. third, strengthening trust-building and creating a secure and stable environment in coastal areas, which is an essential prerequisite for attracting international tourists and developing tourism activities. fourth, reducing political obstacles and administrative bureaucracies through intergovernmental coordination, paving the way for the sustainable development of the maritime tourism industry. fifth, facilitating regional cooperation in joint marketing, service standardization, and human resource development, which leads to the enhancement of maritime tourism service quality. this research demonstrates that effective maritime diplomacy acts not only as a foundation for tourism development but also as a driving force for the economic growth of coastal countries through investment attraction, job creation, and infrastructure development
