چکیده
|
صنعت سیمان به عنوان یکی از ارکان اصلی توسعه زیرساختهای اقتصادی و عمرانی، سهم قابلتوجهی در انتشار گازهای گلخانهای جهان دارد و حدود 7 تا 8 درصد از کل انتشار دیاکسیدکربن را به خود اختصاص میدهد. افزایش فشارهای بینالمللی برای کاهش انتشار کربن و حرکت به سمت اقتصاد سبز، این صنعت را ملزم به بازنگری در ساختار زنجیره تامین خود کرده است. در این میان، عدم قطعیت در تقاضای بازار، نوسانات سیاستهای مالیاتی کربن و تغییرات قیمت انرژی از مهمترین چالشهای تصمیمگیری در مسیر پایداری محسوب میشوند.در این پژوهش، یک مدل ریاضی ترکیبی تصادفی–روباست (stochastic–robust milp) برای طراحی زنجیره تامین پایدار صنعت سیمان تحت عدم قطعیت ارائه شده است. در مدل پیشنهادی، تقاضا به صورت فازی و سیاست مالیات کربن در قالب سناریوهای مختلف در نظر گرفته شده و همزمان فناوری جذب، استفاده و ذخیره کربن (ccus)، سوختهای جایگزین و مواد مکمل سیمانی نیز لحاظ گردیده است. هدف مدل، کمینهسازی هزینههای کل اقتصادی و زیستمحیطی در عین حفظ تابآوری سیستم در برابر نوسانات است.مدل در محیط gams/cplex پیادهسازی و تحلیل سناریوهای مختلف اجرا شد. نتایج عددی نشان داد که مدل پیشنهادی نسبت به مدل قطعی، موجب کاهش 18 درصدی هزینه در شرایط بحرانی و کاهش 79 درصدی ریسک (انحراف معیار هزینه) میشود. این نتایج بیانگر کارایی و پایداری بالای چارچوب پیشنهادی در مواجهه با عدم قطعیت و سیاستهای کربنی است.واژگان کلیدی: زنجیره تامین پایدار، صنعت سیمان، سیاست کربنی، بهینهسازی مقاوم، مدل تصادفی–فازی، جذب و ذخیره کربن (ccus)

Abstract
|
the cement industry, as a cornerstone of national infrastructure and economic development, faces growing pressure to reduce its significant carbon footprint. accounting for nearly 7–8% of global co₂ emissions, this sector must transition toward cleaner and more sustainable production systems. in this context, supply chain optimization plays a vital role in balancing economic efficiency with environmental responsibility. however, uncertainty in market demand, carbon taxation, and energy prices poses major challenges to decision-making and long-term sustainability.this research proposes a stochastic–robust mixed-integer linear programming (milp) model to design a sustainable cement supply chain network under uncertainty. the model integrates fuzzy demand scenarios and variable carbon tax policies, while considering key sustainability measures such as the use of alternative fuels, supplementary cementitious materials, and carbon capture, utilization, and storage (ccus) , technologies. the objective is to minimize total operational and environmental costs while maintaining system resilience under uncertain conditions.the model was implemented in gams/cplex, and multiple demand and carbon-tax scenarios were analyzed. results show that the proposed approach achieves an 18% reduction in operational cost and a 79% reduction in risk (cost deviation) compared with the deterministic model. these findings confirm the efficiency and robustness of the proposed framework in handling uncertainties and aligning with circular economy principles.overall, this study provides a practical decision-support tool for managers and policymakers to design green, resilient, and low-carbon supply chains in the cement industry.keywords: sustainable supply chain, cement industry, carbon policy, robust optimization, fuzzy–stochastic model, ccus
