چکیده
|
یکی از مفاهیمی که نظام حقوق بینالملل مدرن بر آن استوار شده، امنیت انسانی و در واقع حفظ کرامت انسانی در حوزههای زیستی، اقتصادی، سیاسی و اجتماعی است. از امنیت در کنار صلح، به عنوان یکی از اهداف مهم منشور ملل متحد، یاد میشود. امنیت انسانی، حاصل مطالعات در دو حوزه امنیت و توسعه انسانی است که زیربنای تعالی نوع بشر میباشد. با امنیت است که انسان از تهدیدات و آسیبهایی که در مقابل بقای وی وجود دارند رها میشود. امنیت انسانی در پی آن است که با قرار دادن فرد انسان در مرکز دغدغههای امنیتی، امید به زندگی را در همه سطوح، افزایش دهد. امنیت انسانی یکی از اساسیترین مفاهیم انسانی و اجتماعی در اسلام به شمار میرود. در این مقاله که به شیوه تحلیلی _ توصیفی نگارش شده است، نگارنده در صدد است با بررسی اسناد و کنوانسیونهای حقوق بشری و نهادهای اسلامی مثل ذمه، امان و استیمان و دیدگاه کشورهای عضو سازمان ملل و اصول انسانی جهان شمول از صدر اسلام تاکنون به این مهم فایق آید که امنیت انسانی از دیدگاه حقوق بشر و دیدگاه اسلام در واقع دو روی یک سکه میباشد که هدف غایی آن تعالی و رشد نوع بشر از هر نژاد و هر ملیت میباشد.

Abstract
|
one of the concepts on which the modern international legal system is based is human security, and in fact, the preservation of human dignity in the biological, economic, political and social spheres. security, along with peace, is mentioned as one of the important goals of the united nations charter. human security is the result of studies in the two areas of security and human development, which are the foundation of the advancement of mankind. it is with security that man is freed from the threats and harms that exist against his survival. human security seeks to increase life expectancy at all levels by placing the human individual at the center of security concerns. human security is considered one of the most fundamental human and social concepts in islam. the author seeks to overcome this important issue by examining human rights documents and conventions and islamic institutions such as dhimmah, aman and esteeman, the perspectives of un member states, and universal human principles from the beginning of islam to the present, and to demonstrate that human security from the perspective of human rights and the perspective of islam are actually two sides of the same coin, the ultimate goal of which is the advancement and growth of mankind of every race and nationality.the research method will be descriptive-analytic.
