   نو مرکانتیلیسم در سیاست خارجی چین؛ مطالعه موردی : خاورمیانه

چکیده    مقدمه: چین در دهه اخیر با ابتکار «کمربند و جاده» کوشیده است پیوند اقتصاد و امنیت را در یک چارچوب هماهنگ کند. این مقاله باتکیه ‌بر منطق «نو مرکانتیلیسم» توضیح می‌دهد چگونه دولت، بنگاه‌های دولتی و ابزارهای مالی برای کاهش آسیب‌پذیری و تقویت نفوذ ژئو اقتصادی همسو می‌شوند. خاورمیانه، به سبب وزن بالای نفت و گاز و نقش آن در گره‌های حمل‌ونقل جهانی، محور این راهبرد است. پرسش اصلی این است که ابتکار کمربند و جاده چگونه دسترسی پایدار و مقرون‌به‌صرفه چین به انرژی را ممکن می‌کند و هم‌زمان نفوذ اقتصادی آن را در منطقه تعمیق می‌بخشد. هدف، ارائه روایتی شفاف و قابل‌آزمون از سازوکارهایی است که سیاست صنعتی، تامین مالی عمومی و دیپلماسی اقتصادی را به بسته‌ای واحد بدل می‌کنند و پیامدهای آن را برای نظم ژئو اقتصادی خاورمیانه روشن می‌سازند.روش: پژوهش از نوع اسنادی - تحلیلی است و بر ادبیات دانشگاهی، گزارش‌های رسمی و داده‌های روندی تجارت و انرژی تکیه دارد. واحد تحلیل دولت چین است؛ دامنه زمانی از اعلام ابتکار در 2013 تا سال‌های اخیر و دامنه مکانی خاورمیانه با پیوندهای مرتبط اوراسیایی را در بر می‌گیرد. چارچوب مفهومی، شاخص‌های نو مرکانتیلیسم را به سیاست‌ها و ابزارهای مشخص می‌نگارد: نقش بنگاه‌های دولتی انرژی، شبکه‌های مالی عمومی و سیاست‌های تنوع‌بخشی عرضه‌کنندگان و مسیرها، همراه با پیوند امنیت با تجارت. برای سنجش انطباق شواهد با چارچوب، از مطالعه موردی چند کریدور و بندر کلیدی بهره گرفته می‌شود، به‌ویژه کریدور اقتصادی چین پاکستان و تاسیسات منتخب در اقیانوس هند، در کنار پروژه‌های ریلی و جاده‌ای خشکی. همچنین الگوی «زیرساخت در برابر انرژی» و قراردادهای بلندمدت بررسی می‌شود تا روشن گردد چگونه ابزارهای مالی، صنعتی و دیپلماتیک به‌صورت یک بسته سیاستی هماهنگ عمل می‌کنند.یافته‌ها: نخست، ابزارهای دولت‌محور آشکارا اثرگذارند. بنگاه‌های دولتی نفت و گاز به منزله بازوی اقتصاد سیاسی خارجی عمل می‌کنند: تامین مالی و ساخت زیرساخت، پیگیری اکتسابات راهبردی و تثبیت تامین بلندمدت. در کنار آن‌ها، بانک‌های سیاستی و صندوق‌های اختصاصی با پوشش ریسک و هم‌زمان‌سازی چرخه‌های سرمایه‌گذاری، هدف امنیت دسترسی را پیش می‌برند. دوم، تنوع‌بخشی، ریسک تمرکز را کاهش می‌دهد. معماری چندمسیره دریایی و خشکی با ترکیب مسیرهای دریایی، خطوط لوله و کریدورهای زمینی، افزونگی شبکه را بالا می‌برد و تاب‌آوری را تقویت می‌کند. پاسخ به «معضل مالاکا» از رهگذر سرمایه‌گذاری در بنادر، ذخیره‌سازی و پیوندهای مرزی، وابستگی به گلوگاه‌ها را می‌کاهد. سوم، امنیت انرژی در دو بعد دسترس‌پذیری و قابل‌پرداخت بودن هدف‌گذاری شده است: در بُعد دسترسی، پرتفوی گسترده‌تری از فروشندگان خاورمیانه‌ای و اوراسیایی و مسیرهای جایگزین، احتمال وقفه‌های شدید را پایین می‌آورد؛ در بُعد قیمت، قراردادهای بلندمدت و بسته‌های زیرساختی نوسان را تعدیل و تعهدات صادراتی شریکان را پایدارتر می‌سازد. چهارم، شواهد موردی نشان می‌دهد سهم قابل‌توجهی از واردات نفت چین همچنان از خاورمیانه می‌آید، اما ترکیب تامین‌کنندگان بسته به چرخه‌های بازار، دوره‌های تحریم و گشایش‌های دیپلماتیک تغییر می‌کند. نشست‌های سطح بالا و برنامه‌های همکاری جامع دامنه شریکان را گسترش می‌دهد و سبد پروژه‌ها را از پالایشگاه‌ها تا سکوهای لجستیکی توسعه می‌بخشد. پنجم، پیوند ژئو اقتصاد - امنیت پیامدهای سیاستی مهمی دارد. حضور زیرساختی و مالیِ گسترده، علاوه بر منافع تجاری، مزیت‌های موضعی در گره‌های حمل‌ونقل و انرژی ایجاد می‌کند؛ اما ریسک‌هایی چون بی‌ثباتی داخلی، تهدیدات تروریستی، رقابت قدرت‌های فرامنطقه‌ای و بدگمانی نسبت به نیات چین نیز جدی است. پاسخ مشاهده‌شده بر تحویل‌های اقتصادی قابل‌اندازه‌گیری، خطابه برد - برد و پرهیز از مداخله سیاسی مستقیم تکیه دارد؛ این رویکرد هزینه‌های امنیتی را مهار و فضای تعامل تجاری را حفظ می‌کند. سرانجام، ابتکار کمربند و جاده بستری برای تنوع‌بخشی پولی در مبادلات انرژی فراهم می‌آورد. کاربست ترتیبات تسویه جایگزین، اتکای عملیاتی به یک ارز واحد را اندکی می‌کاهد و در کنار تنوع فیزیکی مسیرها و عرضه‌کنندگان، سپری محدود در برابر برخی شوک‌های مالی ایجاد می‌کند.نتیجه‌گیری: در جمع‌بندی، حضور و اثرگذاری خاورمیانه‌ایِ ابتکار کمربند و جاده اجرای راهبردیِ نو مرکانتیلیستی است: ترکیب هماهنگ سیاست صنعتی، تامین مالی عمومی و دیپلماسی اقتصادی که دسترسی مطمئن و کم هزینه‌محور به انرژی را هم‌زمان با ساخت نفوذ ژئو اقتصادی پی می‌گیرد. پایداری آن به مدیریت ریسک‌های سیاسی، شفافیت و سازگاری با گذار انرژی وابسته است. این چارچوب تعامل اقتصاد- امنیت را روشن می‌کند و برای دولت‌ها نقشه عمل کاربردی فراهم می‌سازد.

   neo-mercantilism in chinese foreign policy; case study: the middle east

Abstract    introduction china's belt and road initiative (bri) integrates economic policy and national security. a neo-mercantilist lens reads the state as coordinating capital، firms، and public finance. this narrows strategic vulnerabilities and builds geo-economic influence. the middle east is central to this strategy. it supplies much of china's oil and gas، anchoring maritime and overland nodes that shape global flows. the article asks a straightforward question: in practice، how does the bri help china secure reliable، affordable energy while increasing its economic presence in the region? the aim is to trace the concrete mechanisms—industrial policy، public finance، and diplomacy—that enable this. it shows how these mechanisms operate together instead of in isolation. it also explains what this joint machinery means for the regional order and for debates about the connection between economics and security. methodsthe study is documentary-analytical. it uses peer-reviewed research، official reports، and trend data on trade and energy. all sources are examined through a structured framework. the chinese state is the unit of analysis. the temporal scope runs from the bri's 2013 launch to recent years. the geographic scope covers the middle east، with relevant links to eurasia. the framework matches neo-mercantilist indicators to policies. these include state-owned energy enterprises، public finance networks، supplier and route diversification، and coupling security with trade. the analysis checks the evidence against the framework. it uses case studies of corridors and ports، most notably the china–pakistan economic corridor and selected indian ocean facilities. it also considers land-bridge rail and road projects. finally، it examines infrastructure-for-energy deals and long-term contracts. the goal is to clarify how financial، industrial، and diplomatic tools work as a single policy package. findingsone pattern stands out: state-centred instruments matter most. major state-owned oil and gas firms act as tools of economic statecraft. they finance and build infrastructure، pursue strategic acquisitions، and secure long-term supply. public finance—policy banks، multilateral funds، and insurance—absorbs risk. it also aligns investment cycles with secure access goals. a second pattern concerns resilience. a multipath sea–land system blends maritime routes with overland corridors and pipelines. this creates redundancy and raises reliability. by investing in ports، storage، and cross-border links، china addresses the malacca dilemma. these measures shorten recovery time after disruptions and cut exposure to chokepoints. a third pattern reveals the two sides of energy security. expanding suppliers and routes reduces outage risks. long-term offtake deals and bundled projects smooth price swings and push stable export commitments from partner governments. case evidence confirms these claims. most of china's oil imports still come from the middle east. the supplier mix shifts as market cycles، sanctions، and diplomacy evolve. high-level summits and cooperation plans expand both partners and projects—these span refineries، petrochemicals، logistics، and storage. the geo-economic–security link has policy consequences in both directions. a wider infrastructure and finance presence brings commercial and positional gains at key nodes. but these gains come with nontrivial risks: host-state instability، terrorism، external competition، and suspicion over china's aims. china's response focuses on concrete economic results، mutual benefit rhetoric، and restraint from overt political intervention. this approach contains security costs but maintains commercial engagement. finally، the bri supports limited monetary diversification in energy trade. more alternative settlement deals provide modest insulation against financial shocks and reduce reliance on a single currency. this complements the physical diversification of routes and suppliers. conclusionin sum، the bri's middle eastern presence puts a neo-mercantilist strategy into practice. this involves industrial policy، public finance، and diplomacy working together. the aim is to secure affordable، reliable energy and to grow geo-economic influence. the approach works when political risks are managed، transparency increases، and policies adapt to shifts in the energy transition. conceptually، the framework clarifies how economics and security reinforce each other. in practice، it offers a playbook for governments balancing energy needs، infrastructure، and constraints while avoiding military escalation.
