   بازتعریف رویکرد سرمایه‌گذاری بین‌المللی چین در رقابت راهبردی با ایالات متحدۀ آمریکا 2023-2008

چکیده    امروزه رقابت راهبردی چین و ایالات متحده به‌عنوان دو قدرت بزرگ اقتصادی در نظام بین‌الملل ابعاد و جنبه‌های جدیدی پیدا کرده است. اگرچه روندهای رقابت میان ایالات متحده و چین نشان می‌دهند که رقابت این دو قدرت اقتصادی باگذشت زمان، شکل جدی‌تری به خود گرفته است. هرچند تلاش دو قدرت مذکور برای کنترل این رقابت در سطح حوزه‌های راهبردی اقتصاد موفقیت‌آمیز بوده و هنوز درگیر تنش‌های امنیتی و ژئوپلیتیکی نشده‌اند؛ اما به نظر می‌رسد رویکرد چین در طی دهۀ اخیر، حداقل در حوزۀ اقتصاد سیاسی بین‌الملل در حال تحول است. باتوجه‌به مسائل مطرح‌شده، سوال پژوهش حاضر بدین شرح است که تغییر رویکرد سرمایه‌گذاری بین‌المللی چین، چگونه ابعاد رقابت راهبردی این کشور را با ایالات متحده تحت‌تاثیر قرار داده است؟ در پاسخ می‌توان گفت که چین در ابتدا، سرمایه‌گذاری خود را معطوف به بازارهای مالی ایالات متحده ساخته بود؛ اما با وقوع بحران مالی 2008 رویکرد سرمایه‌گذاری چین متحول شد. پکن راهبرد توزیع و متنوع‌سازی سبد سرمایه‌گذاری خود در سراسر جهان به‌وسیلۀ طرح کمربند و جاده را در پیش گرفت. در مقابل ایالات متحده آمریکا به همراه متحدانش با ارائۀ طرح‌هایی مانند «باز ساخت جهانی بهتر»، «دروازۀ جهانی» و «کریدور رشد آسیا - آفریقا» درصدد مقابله برآمده‌اند.روش: این پژوهش با پذیرش مفروضات رهیافت علمی - تجربی و اتخاذ روش توضیحی - تبیینی درصدد است تا با راهبردی قیاسی و استفاده از نظریات «چرخش هژمونی» و «ثبات هژمونیک» رابرت گیل پین در کنار مدل رشد رابرت سولو به بازتعریف رویکرد سرمایه‌گذاری بین‌المللی چین در رقابت با ایالات متحده بپردازد. گونۀ پژوهشی این تحقیق از نوع کاربردی، مطالعۀ موردی و روندپژوهی است.یافته‌ها: پس از اصلاحات اقتصادی در چین که از سال 1979 آغاز شد، این کشور روند روبه‌رشدی را در شاخص‌های مختلف اقتصادی و صنعتی تجربه کرد. چین مازاد منافع حاصل از این پیشرفت‌های سرشار خود را در بازارهای مالی ایالات‌متحده سرمایه‌گذاری می‌کرد تا از این طریق در کنار کسب سود بیشتر از بازارهای مالی ایالات‌متحده، اهرم سیاسی مناسبی را بر تصمیمات واشنگتن کسب کند. بااین‌حال، بحران مالی 2008 به‌عنوان نقاط عطفی در این روند عمل کرد. هرچند این بحران ضررهای زیادی به اقتصاد ایالات‌متحده، قدرت‌های بزرگ اقتصادی و سرمایۀ چین در این کشورها وارد کرد اما مهم‌ترین تاثیر آن شکستن افسانۀ قدرت اقتصادی ایالات‌متحده در نظر سیاست‌مداران چینی بود. بعدازاین واقعه، پکن در رویکرد سرمایه‌گذاری خود تحولات عمیقی ایجاد کرد. ازاین‌رو، چین در سال 2013 ابتکار کمربند و جاده را به‌عنوان روند جدید سرمایه‌گذاری‌های خود در اقتصاد بین‌الملل اعلام کرد.در این پروژه، سه منطقۀ قارۀ اروپا به دلیل بازار قوی، قارۀ آفریقا به‌واسطۀ منابع و معادن بکر و پتانسیل بالای رشد و خاورمیانه برای انرژی اهمیت بالایی دارند. به همین دلیل پکن اقدام به سرمایه‌گذاری‌های بزرگی در این مناطق برای رسیدن به اهداف خود انجام داده است. در مقابل ایالات متحده و رقبای چین برای آن که در این بخش عقب نمانند، در حال سرمایه‌گذاری در حوزه‌های مشابه هستند. در این راستا، ژاپن با سرمایه‌گذاری در کشورهای شرق آسیا، هند در آسیای میانه و آفریقا، اتحادیۀ اروپا با ابتکار «دروازۀ جهانی» و ایالات متحده با طرح «باز ساخت جهانی بهتر» به رقابت با چین پرداخته‌اند.نتیجه‌گیری: چین پس از بحران 2008 درصدد است تا از طریق ابتکار کمربند و جاده در کشورهای مختلف بتواند به اهداف راهبردی خود در حوزۀ اقتصاد بین‌الملل دست‌یابد. برخی از این اهداف عبارتند از: اول، ریسک سرمایه‌گذاری خود را در سطح جهان پخش کند و فقط در تعدادی کشور محدود سرمایه‌گذاری نکند تا در صورت وقوع بحرانی دیگر، کل سرمایۀ این کشور با خطر مواجه نشود؛ دوم، کسب نوعی اهرم سیاسی به‌وسیله سرمایه‌گذاری و همراه‌سازی سیاسی کشورهایی که نیاز به سرمایۀ خارجی برای توسعه دارند؛ سوم، ایجاد و خلق بازارهای صادراتی جدید برای تولیدات خود از طریق رشد و توسعۀ سایرین؛ چهارم، توسعۀ راه‌های زمینی به‌منظور کاهش مزیت مسیرهای آبی تا از این طریق ضمن تضعیف برتری ایالات‌متحده در دریا، مسیرهای زمینی جایگزین نیز معرفی شوند که پکن در آن‌ها برتری دارد؛ پنجم، ایجاد استقلال اقتصادی نسبی و تلاشی اولیه برای شکل‌دهی به‌نوعی نظم اقتصاد سیاسی بین‌الملل که چین نقش پررنگ‌تری داشته باشد. اما نباید فراموش کرد که اگرچه ابتکار چینی نسبت به طرح‌های رقبا موفق‌تر عمل کرده اما رقبای چین قدرت‌های بزرگ اقتصادی هستند که به‌راحتی شکست نخواهند خورد.

   redefining china's international investment approach in strategic competition with the united states، 2008-2023

Abstract    introductionin today's international system، the strategic rivalry between china and the united states—the world's two leading economic powers—has assumed new dimensions and complexities. although this rivalry has intensified over time، both powers have thus far managed to contain it largely within the economic and strategic realms، avoiding direct security or geopolitical confrontation. nonetheless، china's approach over the past decade appears to have undergone a notable transformation، particularly within the field of international political economy. this study، therefore، seeks to address the following question: how has china's transformation of its international investment approach affected the dimensions of its strategic competition with the united states? initially، china concentrated its investments in u.s. financial markets. however، the 2008 global financial crisis triggered a profound shift in its strategy. china adopted a policy of diversifying and redistributing its global investment portfolio، most prominently through the belt and road initiative (bri). in response، the united states and its allies have advanced alternative frameworks، such as build back better world (b3w)، global gateway، and asia–africa growth corridor، to counter china's initiatives. methodologythis study، grounded in the assumptions of the scientific–empirical approach and employing an explanatory method، seeks to redefine china's international investment strategy within the context of its strategic competition with the united states. by adopting a deductive research strategy، the analysis integrates robert gilpin's theories of hegemonic transition and hegemonic stability with robert solow's model of economic growth to construct a comprehensive analytical framework. in addition، research is categorised as functional، case study، and trend study. result and discussionfollowing the onset of china's economic reforms in 1979، the country experienced sustained growth across a range of economic and industrial indicators. beijing channelled the surplus generated by these developments into u.s. financial markets، seeking not only higher returns but also political leverage over washington's policy decisions. however، the 2008 global financial crisis marked a turning point in this trajectory. although the crisis inflicted heavy losses on the u.s. economy، major economic powers، and china's own financial assets abroad، its most profound impact lay in shattering the perceived myth of u.s. economic invincibility among chinese policymakers.in the aftermath، china underwent a significant transformation in its investment strategy. consequently، in 2013، beijing launched the belt and road initiative as a new framework for expanding its presence in the international economy. within this project، europe is important for its robust markets، africa for its untapped natural resources and growth potential، and the middle east for its strategic role in global energy supplies. to achieve its long-term objectives، china has invested substantially across these regions.in response، the united states and other major powers have sought to prevent china from consolidating dominance in these sectors. japan has increased investments in east asia، india، central asia، and africa. at the same time، the european union has launched the global gateway initiative and the united states has introduced the build back better world plan—all designed to counterbalance china's expanding economic influence. conclusionfollowing the 2008 financial crisis، china has sought to advance its strategic objectives in international political economy through the belt and road initiative. the initiative serves several key purposes. first، it aims to diversify china's global investment risks، reducing dependence on a limited number of markets and mitigating potential losses in the event of future crises. second، it seeks to gain political leverage by investing in and aligning with states that rely on foreign capital for their development. third، china aspires to create new export markets for its industrial output by fostering growth in partner economies. fourth، by expanding land-based transport corridors، beijing intends to reduce the strategic advantage of maritime routes، thereby weakening u.s. dominance at sea while promoting alternative land routes over which china exerts greater influence. fifth، the initiative represents a step toward achieving relative economic autonomy and shaping an emerging international political economy in which china plays a more prominent role. nevertheless، while the bri has thus far outperformed competing initiatives، one must recognise that china's rivals remain major global economic powers—actors unlikely to concede strategic ground easily in this evolving geopolitical contest.
