چکیده    مقدمه: در دوران پساجنگ سرد، با ظهور و گسترش فناوری‌های تحول‌آفرین ناشی از انقلاب صنعتی چهارم نظیر هوش مصنوعی، کلان‌داده، اینترنت اشیاء، شبکه‌های 5g، محاسبات کوانتومی و زیست‌فناوری، ماهیت رقابت میان قدرت‌های بزرگ دچار دگرگونی بنیادی شده است. فناوری در این دوران دیگر صرفاً ابزار پیشرفت اقتصادی نیست؛ بلکه به مولفه‌ای راهبردی در شکل‌دهی به توازن قوا، تعیین جهت‌گیری نظم جهانی و تعریف مجدد مفهوم امنیت ملی تبدیل‌شده است. در این میان، ایالات متحده و چین به‌عنوان دو قدرت بزرگ قرن بیست و یکم، بیش از هر بازیگر دیگری درگیر رقابتی چندبعدی و پیچیده در عرصه فناوری شده‌اند. این رقابت از اواخر دهه 2010 و به‌ویژه در دوران دولت ترامپ، از سطح اقتصادی و تجاری فراتر رفته و ماهیتی ژئوپلیتیکی به خود گرفته است. محورهای این رقابت شامل کنترل زنجیره‌های تامین جهانی، تسلط بر فناوری‌های پیشرفته، تعیین استانداردهای بین‌المللی، مالکیت فکری، امنیت داده و سلطه بر فضای سایبری است. درواقع، «رقابت فناورانه ژئوپلیتیکی» جایگزین رقابت سنتی قدرت‌های بزرگ‌شده و مسیر آینده نظام بین‌الملل را تعیین می‌کند. پژوهش حاضر باهدف بررسی ابعاد و پیامدهای ژئوپلیتیکی این رقابت فناورانه میان ایالات متحده و چین در قرن بیست و یکم انجام‌گرفته است. پرسش اصلی تحقیق آن است که دو کشور چه نوع راهبردهایی را برای کسب رهبری در فناوری‌های کلیدی اتخاذ کرده‌اند و این رقابت چگونه در حال بازتعریف نظم بین‌الملل پساجنگ سرد است. فرضیه پژوهش بیان می‌دارد که دو کشور در حال پیگیری رقابتی ساختاری در شبکه‌های فناورانه زیرساختی و تولیدی هستند؛ رقابتی که ریشه در برداشت‌های متفاوت آنان از ثبات استراتژیک داشته و از بی‌اعتمادی متقابل و تضاد منافع ژئوپلیتیکی ناشی می‌شود.روش‌: روش تحقیق این مطالعه، توصیفی–تحلیلی و مبتنی بر رویکرد کیفی است. داده‌ها از طریق تحلیل محتوای اسنادی و متون سیاستی رسمی استخراج شده‌اند. مهم‌ترین منابع شامل اسناد راهبرد امنیت ملی و فناوری ایالات متحده (2017 و 2022)، سند نوآوری و رقابت و برنامه‌های کلیدی توسعه فناوری چین ازجمله «ساخت چین 2025»، «ابتکار کمربند و جاده دیجیتال» و «چشم‌انداز 2035» است. تحلیل‌ها با تمرکز بر مقایسه الگوهای حکمرانی فناورانه، سیاست‌های صنعتی، ساختار سرمایه‌گذاری در زیرساخت‌های دیجیتال، امنیت داده و نقش دولت در هدایت نوآوری انجام گرفت. برای اطمینان از اعتبار و اتقان داده‌ها، از روش مثلث‌سازی مفهومی بهره گرفته شد. در این چارچوب، اسناد رسمی با یافته‌های مراکز پژوهشی بین‌المللی مانند رند، بروکینگز و آکادمی علوم اجتماعی چین تطبیق داده شدند. این روش امکان ارزیابی جامع‌تر از ابعاد نظری و عملی رقابت فناورانه را فراهم ساخت.یافته‌ها: یافته‌های تحقیق نشان می‌دهد که رقابت فناورانه میان ایالات متحده و چین ماهیتی چندلایه، ساختاری و ژئوپلیتیکی دارد و روزبه‌روز در حال تعمیق است. در سطح زیرساختی، ایالات متحده می‌کوشد با ائتلاف‌سازی فناورانه با کشورهای هم‌پیمان، از طریق ابتکاراتی همچون «اتحاد فناوری دموکراسی‌ها»، دسترسی چین به فناوری‌های حساس مانند نیمه‌رساناها، هوش مصنوعی پیشرفته و فناوری‌های کوانتومی را محدود سازد. هدف واشنگتن از این سیاست‌ها، حفظ برتری فناورانه و جلوگیری از انتقال دانش فنی حیاتی به رقیب ژئوپلیتیکی خود است. در مقابل، چین با تکیه ‌بر رویکرد «استقلال فناورانه بومی»، سرمایه‌گذاری‌های عظیمی را در حوزه‌های کلیدی همچون تراشه سازی، انرژی نو و زیرساخت‌های دیجیتال آغاز کرده است. پکن از طریق ترکیب مدل اقتصاد دولتی با نوآوری بازارمحور، می‌کوشد وابستگی به غرب را کاهش داده و نفوذ فناورانه خود را در مناطق پیرامونی به‌ویژه آسیا، آفریقا و آمریکای لاتین گسترش دهد. در سطح راهبردی، فناوری به عنصر مرکزی در سیاست بازدارندگی، رقابت تسلیحاتی نوین و اعمال قدرت نرم تبدیل شده است. ایالات متحده فناوری را ابزاری برای حفظ برتری ژئوپلیتیکی خود و جلوگیری از ظهور نظم چندقطبی تلقی می‌کند، درحالی‌که چین آن را مسیری برای تثبیت جایگاه خود به‌عنوان قدرتی هم‌تراز با آمریکا و موسس نظمی جدید و عادلانه‌تر در نظام بین‌الملل می‌داند. از منظر سیاسی و اقتصادی، هر دو کشور درگیر نوعی «ملی‌گرایی فناورانه» شده‌اند که موجب شکل‌گیری سیاست‌های انزواگرایانه و محدودکننده در تجارت فناوری، کنترل صادرات و رقابت بر سر استانداردهای جهانی شده است. پیامدهای این روند شامل افزایش خطر واگرایی نظام‌های استاندارد، شکل‌گیری بلوک‌های فناورانه متعارض، گسست زنجیره‌های جهانی تامین و تشدید ناامنی‌های سایبری و دیجیتال است. بااین‌حال، یافته‌ها نشان می‌دهد که در کنار رقابت، ظرفیت‌های محدودی برای همکاری فناورانه نیز وجود دارد. حوزه‌هایی چون تغییرات اقلیمی، سلامت جهانی، امنیت غذایی و توسعه چارچوب‌های «هوش مصنوعی مسئولانه» می‌توانند بستری برای تعامل مشروط و اعتمادساز میان دو قدرت فراهم کنند.نتیجه‌گیری: نتیجه پژوهش بیانگر آن است که رقابت فناورانه ایالات متحده و چین به یکی از محورهای اصلی ژئوپلیتیک جهانی در عصر پساجنگ سرد تبدیل‌شده است. این رقابت نه صرفاً اقتصادی بلکه بخشی از فرایند بازتعریف قدرت، امنیت و نظم جهانی است و پیامدهای آن بر ساختار نظام بین‌الملل، از اقتصاد دیجیتال تا روابط امنیتی و فرهنگی، قابل‌مشاهده است. تداوم بی‌اعتمادی متقابل و ملی‌گرایی فناورانه می‌تواند به دوپارگی اکوسیستم جهانی فناوری، افزایش هزینه‌های نوآوری و تضعیف حکمرانی بین‌المللی در حوزه فناوری منجر شود؛ بنابراین طراحی سازوکارهای اعتمادساز فناورانه، شفاف‌سازی مقررات داده، گسترش دیپلماسی فناوری و ایجاد نهادهای چندجانبه برای تنظیم‌گری بین‌المللی، گام‌هایی اساسی برای کاهش تنش و تقویت ثبات راهبردی در نظم جهانی آینده به شمار می‌رود.

   modern technologies in the geopolitical strategies of the united states and china in the post-cold war world

Abstract    introduction in the post–cold war era، the emergence and diffusion of transformative technologies derived from the fourth industrial revolution—such as artificial intelligence، big data، the internet of things، 5g networks، quantum computing، and biotechnology—have fundamentally reshaped the nature of competition among major powers. technology has evolved from a tool of economic development into a strategic instrument for shaping the global balance of power، determining the trajectory of world order، and redefining the concept of national security. among global actors، the united states and china have become the two principal competitors in this multidimensional، complex technological arena. since the late 2010s، particularly during the trump administration، this rivalry has transcended the economic and commercial spheres، acquiring a distinctly geopolitical character. the key dimensions of this competition include control over global supply chains، dominance in advanced technologies، standard-setting، intellectual property governance، data security، and cyber sovereignty. in this context، technological-geopolitical rivalry has replaced traditional great-power competition and now shapes the emerging configuration of the international system. this study aims to analyse the geopolitical dimensions and implications of the u.s.–china technological rivalry in the twenty-first century. the main research question asks: what strategies have the united states and china adopted to achieve leadership in key emerging technologies، and how is this rivalry redefining the post–cold war international order? the study hypothesises that both powers are pursuing a structural rivalry across technological networks of infrastructure and production، rooted in divergent interpretations of strategic stability and reinforced by mutual mistrust and competing geopolitical interests. methodsthis research employs a descriptive–analytical methodology with a qualitative approach. data were collected through content analysis of official policy documents and strategic papers. the primary sources include the u.s. national security and technology strategies (2017 and 2022)، the chips and science act، and china's major innovation frameworks such as made in china 2025، the digital silk road initiative، and vision 2035. the analysis focuses on comparative patterns of technological governance، industrial policy، state-led innovation models، investment structures in digital infrastructure، and data security management. to ensure validity and reliability، conceptual triangulation was employed by cross-referencing official documents with analytical reports from international research institutions، including rand، csis، the brookings institution، and the chinese academy of social sciences. this approach enabled a more comprehensive understanding of the theoretical and practical dimensions of the technological rivalry between the two powers. findingsthe findings indicate that the technological rivalry between the united states and china is multilayered، structural، and geopolitical، and continues to deepen. at the infrastructural level، the united states seeks to consolidate technological alliances with its partners through initiatives such as the alliance for democratic technologies، aiming to restrict china's access to critical technologies، including semiconductors، advanced artificial intelligence، and quantum innovations. washington's objective is to preserve its technological superiority and prevent the diffusion of strategically sensitive know-how to its geopolitical competitor. conversely، china pursues a model of indigenous technological self-reliance through massive state investments in core sectors such as microchips، renewable energy، and digital infrastructure. by combining elements of state capitalism with market-driven innovation، beijing aims to reduce dependence on western technologies and expand its technological influence in surrounding regions، particularly in asia، africa، and latin america. at the strategic level، technology has become central to deterrence policy، next-generation arms competition، and soft power projection. the united states perceives technology as a key instrument for maintaining its geopolitical primacy and preventing the emergence of a multipolar order، whereas china views it as a path toward establishing itself as an equal global power and a founder of a more equitable international system. politically and economically، both nations exhibit a strong sense of technonationalism، resulting in increasingly protectionist and restrictive policies in technology trade، export control، and standard-setting. the consequences of this trend include growing divergence in global technological standards، the formation of rival technological blocs، disruption of global supply chains، and the escalation of cyber and digital insecurities.nevertheless، the findings also suggest that despite intense competition، there remain limited but significant opportunities for conditional cooperation in areas of shared global concern. domains such as climate change، global health، food security، and the development of responsible artificial intelligence frameworks can serve as platforms for cautious، trust-building engagement between the two powers. conclusionthe study concludes that the u.s.–china technological rivalry has become one of the defining axes of global geopolitics in the post–cold war era. this rivalry is not merely economic in nature but part of a broader process of redefining power، security، and the architecture of the international order. its implications extend across multiple dimensions—from the digital economy and global innovation systems to security governance and cultural interaction. persistent mistrust and rising technonationalism threaten to divide the global technological ecosystem into competing blocs، increase the costs of innovation، and weaken international governance mechanisms in the technology domain. therefore، establishing technological confidence-building mechanisms، promoting transparency in data regulation، expanding technology diplomacy، and creating multilateral institutions for international technology governance are essential steps toward mitigating tensions and strengthening strategic stability in the evolving global order.
