چکیده
|
مقدمه: آسیای جنوب شرقی در دهههای اخیر به یکی از مهمترین عرصههای ژئوپلیتیک و ژئواستراتژیک جهان تبدیل شده است. در این میان، چین بهعنوان قدرتی در حال خیزش، بیش از دیگر بازیگران به این منطقه توجه نشان داده و تلاش کرده است جایگاه راهبردی خود را از طریق ابزارهای اقتصادی، سیاسی و امنیتی در آن تحکیم کند. یکی از استراتژیهای چین در این زمینه، استراتژی شکافافکنی (wedge strategy) است. پکن بهخوبی دریافته است که کشورهای جنوب شرق آسیا باوجود اهمیت ژئوپلیتیک و اقتصادی، از انسجام درونی کافی برای اتخاذ مواضع مشترک در برابر چالشهای امنیتی برخوردار نیست. این وضعیت فرصت مناسبی برای چین فراهم کرده است تا با ایجاد و تعمیق شکاف میان این کشورها، مانع شکلگیری جبههای متحد علیه خود شود. سوالی که در اینجا مطرح میشود این است که «اهداف راهبردی چین از استراتژی شکافافکنی در آسیای جنوب شرقی چیست و این رویکرد چه پیامدهای منطقهای به دنبال دارد؟». فرضیه پژوهش آن است که چین با بهرهگیری از استراتژی شکافافکنی ضمن تضعیف همگرایی در آسیای جنوب شرقی، هزینههای موازنهسازی علیه خود را افزایش داده و نفوذ راهبردی خود را در معادلات امنیتی اقتصادی منطقه تثبیت کرده است. روش: روش پژوهش این تحقیق کیفی با رویکرد توصیفی - تحلیلی است. دادهها عمدتاً از منابع ثانویه شامل اسناد رسمی دولتی و بینالمللی، گزارش نهادهای تحقیقاتی و امنیتی، مقالات علمی، تحلیلهای رسانهای و مطالعات موردی مرتبط جمعآوری شده است. روش تحلیل، تحلیل محتوا و تحلیل اسنادی است که به شناسایی الگوهای راهبردی، اولویتها و ابزارهای سیاست خارجی چین میپردازد. در این راستا، چارچوب مفهومی پژوهش، استراتژی شکافافکنی است که برای تبیین اهداف و انگیزههای چین مورد استفاده قرار گرفته است.یافتهها: استراتژی شکافافکنی چین در آسیای جنوب شرقی، نمودهای مختلفی داشته است. شکافافکنی بین کشورها در مورد دریای چین جنوبی یکی از نمونههای استراتژی چین است. چین سعی دارد با اتخاذ این استراتژی جبهه متحد کشورهای آسیای جنوب شرقی (آسهآن) را در برابر ادعاهای خود در دریای چین جنوبی از بین ببرد. شکاف میان فیلیپین و آمریکا نمونه دیگری از استراتژی چین است. در مقاطعی، چین تلاش کرده است تا روابط تجاری و سرمایهگذاری خود فیلیپین را که یکی از علاقهمندان نزدیکی رابطه با آمریکاست و درعینحال یکی از مدعیان اصلی در دریای چین جنوبی است، افزایش دهد و آن کشور را به کاهش همکاریهای نظامی با ایالات متحده بهعنوان متحد اصلی فیلیپین، ترغیب کند. علاوه بر این، چین به طور مداوم تلاش میکند تا کشورهای منطقه را در موقعیتی قرار دهد که مجبور به انتخاب بین پکن (بهعنوان شریک اقتصادی) و واشنگتن (بهعنوان شریک امنیتی) شوند. بهعنوانمثال چین مکرراً بر اصل عدم دخالت در امور داخلی تاکید میکند (اجماع پکن) که این رویکرد برای رژیمهای غیردموکراتیک یا دارای مشکلات حقوق بشری مانند میانمار، لائوس و ویتنام جذاب است؛ زیرا در مقابل، ایالات متحده اغلب مسائل دموکراسی و حقوق بشر (اجماع واشنگتن) را مطرح میکند. این امر شکافی بین کشورهای منطقه ایجاد میکند که برخی از آنها به دنبال «ثبات» داخلی به هر قیمتی هستند و اجماع پکن این ثبات را تضمین میکند. نمونه دیگر از استراتژی شکافافکنی چین در قالب ابتکار کمربند - جاده خود را نشان داده است. در چارچوب این ابتکار، چین میلیاردها دلار در کشورهای آسیای جنوب شرقی سرمایهگذاری کرده است. این اقدام به نوبه خود پدیدهای به نام تله بدهی را به وجود آورده است. کشورهایی که در تله بدهی قرار میگیرند خودبهخود تحتفشار اقتصادی و به نوبه خود تحتفشار سیاسی و امنیتی چین قرار میگیرند و از آزادی عمل در سیاست خارجی بیبهره میمانند. بهعنوانمثال لائوس یا کامبوج کشورهای دارای بدهی بالا به چین هستند. این کشورها در هنگام تصمیمگیریهای منطقهای، در برابر فشار چین بسیار آسیبپذیرتر میشوند؛ زیرا توانایی چین برای «بخشیدن» یا «تجدید ساختار» بدهیهایشان، بهعنوان ابزاری برای امتیازگیری سیاسی عمل میکند.نتیجهگیری: تحلیل استراتژی شکافافکنی چین در آسیای جنوب شرقی نشان میدهد که این رویکرد نه یک اقدام مقطعی بلکه بخشی از راهبرد کلان پکن برای تثبیت موقعیت خود بهعنوان قدرت مسلط منطقهای است. چین با بهرهگیری همزمان از ابزارهای اقتصادی، سیاسی و امنیتی، میکوشد همگرایی درون منطقهای را تضعیف کرده و مانع از شکلگیری اجماعی موثر علیه اقدامات خود در دریای چین جنوبی و یا گرایش کشورهای آسیای جنوب شرقی بهسوی آمریکا شود.

china's wedge strategy in southeast asia: an analysis of strategic objectives and regional implications

Abstract
|
introductionin recent decades، southeast asia has emerged as one of the most important geopolitical and geostrategic arenas in the world. among the various actors، china — as a rising power — has shown particular interest in this region and has sought to consolidate its strategic position through economic، political، and security instruments. one of china's key strategies in this regard is the wedge strategy. beijing has recognized that despite the geopolitical and economic significance of southeast asian countries، they lack sufficient internal cohesion to adopt unified positions in response to security challenges. this situation has provided china with an opportunity to create and deepen divisions among these states، thereby preventing the formation of a united front against itself. the central question of this research is: what are china's strategic objectives behind its wedge strategy in southeast asia، and what regional consequences does this approach entail? the research hypothesis posits that by employing this strategy، china has weakened regional integration in southeast asia، increased the costs of balancing against itself، and consolidated its strategic influence in the region's security–economic dynamics. methodsthis study adopts a qualitative، descriptive–analytical research approach. the data have been collected mainly from secondary sources، including official governmental and international documents، research and security institution reports، academic articles، media analyses، and relevant case studies. the analysis methods include content analysis and document analysis، which help identify china's strategic patterns، priorities، and foreign policy tools. the conceptual framework of the study is based on the wedge strategy، used to explain china's goals and motivations in the region. findingschina's wedge strategy in southeast asia has manifested in various forms. one prominent example is the division among regional states regarding the south china sea dispute. by pursuing this strategy، china aims to dismantle the united front of the association of southeast asian nations (asean) against its territorial claims. another illustration is the rift between the philippines and the united states. at certain points، china has sought to strengthen trade and investment relations with the philippines — a country that maintains close ties with the u.s. and is one of the main claimants in the south china sea — in order to encourage manila to reduce its military cooperation with washington، its main security ally. furthermore، china consistently tries to place regional states in a position where they must choose between beijing (as an economic partner) and washington (as a security partner). for instance، china frequently emphasizes the principle of non-interference in internal affairs (the beijing consensus)، which appeals to non-democratic regimes or states with human rights issues — such as myanmar، laos، and vietnam — since، in contrast، the u.s. often promotes democracy and human rights (the washington consensus). this creates a divide between countries that prioritize internal stability at any cost and those aligned with western norms. another manifestation of china's wedge strategy appears through the belt and road initiative (bri). within this framework، china has invested billions of dollars in southeast asian countries، creating what has been termed a debt trap. states caught in this trap become economically — and consequently politically and strategically — dependent on beijing، losing autonomy in their foreign policy decisions. for instance، countries such as laos and cambodia، which owe significant debts to china، are particularly vulnerable to chinese pressure during regional decision-making processes. china's ability to forgive or restructure its debts functions as a tool for political leverage. conclusionsthe analysis of china's wedge strategy in southeast asia indicates that this approach is not a temporary tactic but rather part of beijing's broader grand strategy to solidify its position as the dominant regional power. by simultaneously leveraging economic، political، and security instruments، china seeks to weaken intra-regional cohesion and prevent the emergence of an effective consensus against its actions in the south china sea or against southeast asia's potential strategic alignment with the united states.
