دیپلماسی فرهنگی چین به‌مثابه ابزار مشروعیت‌زدایی از نظام احاله مسئولیت ایالات‌متحده آمریکا در شرق آسیا

با توجه به رشد چین به‌عنوان یک قدرت تاثیرگذار در سطح منطقه‌ای و بین‌المللی، نوعی «تصور تهدید» از این کشور شکل گرفته است. ایالات‌متحده در پاسخ به این تصور تهدید، از استراتژی «احاله مسئولیت» استفاده کرده تا قدرت چین را مهار کند. در مقابل، چین با هدف کاهش این تصور تهدید و مقابله با استراتژی آمریکا، از «دیپلماسی فرهنگی» به‌عنوان ابزار اصلی خود بهره برده است. این مقاله به بررسی این پرسش می‌پردازد که چگونه دیپلماسی فرهنگی چین در مقابله با نظام احاله مسئولیت آمریکا عمل می‌کند. بر اساس رویکرد توصیفی-تبیینی و چارچوب نظری رئالیسم تهاجمی، یافته‌های این پژوهش نشان می‌دهند که چین با استفاده از دیپلماسی فرهنگی، ازجمله دکترین ظهور مسالمت‌آمیز، دیپلماسی پیرامونی، ترویج زبان و فرهنگ چینی از طریق موسسه کنفوسیوس و خلق مفاهیم جدید در سیاست خارجی، سعی در خنثی‌سازی و مشروعیت‌زدایی از استراتژی احاله مسئولیت آمریکا و کاهش تهدیدهای نسبت به خود دارد.

china's cultural diplomacy as a tool to delegitimize the united states' buck-passing system in east asia

due to the growth of china as an influential power at the regional and international levels, a kind of threat perception has formed around this country. in response to this perceived threat, the united states has used the strategy of buck-passing to curb china's power. on the other hand, china has used cultural diplomacy as its main tool to reduce this perception of threat and counter the american strategy. this article examines how china's cultural diplomacy works in dealing with the american buck-passing system. based on the descriptive-explanatory approach and the theoretical framework of offensive realism, the findings of this research show that china, through cultural diplomacy— including the doctrine of peaceful emergence, peripheral diplomacy, promoting chinese language and culture through the confucius institute, and creating new concepts in foreign policy— is trying to neutralize and delegitimize america's buck-passing strategy and reduce the threats directed towards itself.
