تبیین الگوی ایجاد اشتغال توسط تعاونی‏های تولیدی و خدماتی استان کرمانشاه

برنامه ریزی توسعه اشتغال در کشور نیازمند تجزیه و تحلیل روند اشتغال در استان‏ها و شناخت دقیق استعدادها و توان بالقوه بخش‏ها و ترکیب آن در مناطق است تا بتوان اشتغال‏زایی متعادلی را در هر یک از بخش‏ها و مناطق، محقق ساخت. بخش تعاون به عنوان یکی از مهمترین بخش‏های اقتصادی کشور دارای پتانسلی ویژه در جهت توسعه اشتغال در کشور است که برنامه‏ریزی بر روی آن ما را در رسیدن به اشتغالزایی هرچه بیشتر یاری خواهد نمود. از اینرو هدف از انجام این پژوهش برنامه ریزی توسعه اشتغال توسط تعاونی‏های تولیدی استان کرمانشاه می‏باشد، برای رسیدن به این هدف از دو مدل اقتصاد پایه و اقتصاد منطقه‏ای ‏تغییر مکان سهم استفاده شده است. آمارهای سرشماری عمومی نفوس و مسکن سال‏های 1390 و 1395 در بررسی علل رشد متناسب یا نامتناسب شاغلان استان کرمانشاه نسبت به کل کشور و تعیین بخش‏های پایه اقتصادی در استان کرمانشاه و تعیین سهم اشتغال بخش تعاون در بخش‏های پایه‏ای ‏استان مورد استفاده پژوهش بوده است. نتایج حاصل بیانگر وجود ظرفیت‏های خالی بخش تعاون و پتانسیل بالای این بخش در ایجاد اشتغال در زیر بخش‏های کشاورزی و خدمات خصوصا خدمات گردشگری در استان مورد مطالعه، در دوره مورد بررسی است.

explaining the pattern of job creation by production and service cooperatives in kermanshah province

employment development planning in the country requires analysis of the employment process in the provinces and accurate recognition of the talents and potential of the sectors and its combination in the regions so that balanced employment generation can be realized in each of the sectors and regions. cooperative sector, as one of the most important economic sectors of the country, has a special potential for the development of employment in the country, and planning will help us to achieve more employment. therefore, the purpose of this research is to plan the development of employment by production cooperatives in kermanshah province. to achieve this goal, two models of basic economy and regional economy of share relocation have been used. the general population and census statistics of 2010 and 2015 were used in the research to investigate the causes of proportional or disproportionate growth of the employees of kermanshah province compared to the whole country and to determine the basic economic sectors in kermanshah province and to determine the employment share of the cooperative sector in the basic sectors of the province. the results show the existence of empty capacities of the cooperative sector and the high potential of this sector in creating employment in the sub-sectors of agriculture and services, especially tourism services in the studied province, during the period under review.
