حکمرانی امنیت‌محور در نهج‌البلاغه؛ واکاوی مکانیزم‌ها و الگوی مبتنی بر ارزش در اندیشه امام علی(ع)

در حالی که نظام‌های حکمرانی مدرن غالباً امنیت را به‌مثابه یک برون‌داد اجرایی یا عملکردی پلیسی تعریف می‌کنند، پژوهش حاضر به تحلیل جایگاه «امنیت» به‌مثابه مولفه‌ای ساختاری و بنیادین در الگوی حکمرانی امام علی(ع) براساس متن نهج‌البلاغه پرداخته است. پرسش اصلی این مقاله آن است که امنیت در الگوی حکمرانی علی(ع) چه جایگاهی دارد و چه مکانیزم‌های حکمرانی برای تامین آن طراحی شده است؟ این پژوهش با رویکردی تحلیلی-تفسیری و با روش کتابخانه‌ای، داده‌های خود را به‌طور مستقیم از متن نهج‌البلاغه استخراج و در چارچوب حکمرانی مطلوب تحلیل کرده است. یافته‌ها نشان می‌دهد که امنیت در اندیشه امام علی(ع)، مفهومی چندبعدی (فردی، سیاسی، اقتصادی، اجتماعی، قضایی و معنوی) و در تعامل ناگسستنی با مفاهیمی چون عدالت، ‌پاسخ‌گویی، شفافیت و مشارکت مردمی شکل می‌گیرد. امیرالمومنین(ع)امنیت را نه از طریق سرکوب، که از طریق مکانیزم‌های نوینی چون «حاکمیت قانون فرافردی»، «دسترسی آزاد و بدون ترس مردم به حاکم»، «تضمین حقوق مخالفان»، «عدالت توزیعی» و «مبارزه سیستماتیک با فساد» تامین می‌کند. این مقاله با استناد به نامه‌ها و خطبه‌های امام(ع)، الگویی از حکمرانی امنیت‌محور ارائه می‌دهد که نه تنها یک نظریه تاریخی، بلکه راهکاری کاربردی برای حل بحران مشروعیت و امنیت در حکمرانی معاصر، به‌ویژه در جوامع اسلامی، به‌شمار می‌رود.

security-oriented governance in nahj al-balagha: an analysis of mechanisms and the value-based model in imam ali's thought

while modern systems of governance often define security as an executive or policing output, this study examines security as a structural and foundational component in imam ali's governance model based on the text of nahj al-balagha. the main question of this article is: what is the position of security in imam ali's model of governance, and what mechanisms were designed to ensure it? employing an analytical-interpretive approach and a library-based method, the study derives its data directly from nahj al-balagha and analyzes them within the framework of ideal governance. the findings reveal that, in imam ali's thought, security is a multidimensional concept—individual, political, economic, social, judicial, and spiritual—and is inseparably connected with justice, accountability, transparency, and public participation. imam ali achieves security not through repression but through innovative mechanisms such as the supra-personal rule of law, people's free and fearless access to the ruler, protection of the rights of opponents, distributive justice, and systematic anti-corruption measures. drawing upon imam ali's letters and sermons, this article presents a model of security-oriented governance that represents not merely a historical theory but a practical solution for addressing crises of legitimacy and security in contemporary governance, particularly in islamic societies.
