reasons for the impossibility of achieving sustainable development in iran during the second and third development plans (1995 2004): a historical approach

Authors rafˈtipanah mehrabadi mahdi
Abstract    sustainable development was introduced by the report of the world commission on environment and development in the late 1980s as a way to develop countries that had failed to develop. after the rio conference 1992, which sought to strengthen economic growth, to improve the environment, to stabilize the population, peace and global equality, sustainable development was recognized as the dominant discourse in the field of the environment and its protection. following this process, discussions related to sustainable development entered the literature of development planning and government policies in iran. using historical research method with a descriptive analytical approach and assuming that sustainable development in iran could not become a dominant discourse, this article seeks to answer the following questions: what factors hindered the progress of sustainable development in development planning in iran? and why is it not possible to establish a relationship between sustainable development and government policies and plans? the findings of the research show that despite the inclusion of the term sustainable development in some development programs and their laws, since the government's focus in these plans was on controlling inflation and reducing unnecessary costs, environmental protection was neglected in government policies. it also seems that the imperative approach in development planning, as well as the emphasis on disciplinary solutions and the punitive approach to guarantee the implementation of environmental laws, along with the imbalance in development, caused the failure to achieve sustainable development in iran.
