ارائه مدلی نوین برای خط‌مشی‌گذاری های زیست‌محیطی در ایران

هدف از تحقیق حاضر ارائه مدلی نوین برای خط مشی گذاری های زیست محیطی در ایران است. تلاش شده است که مقاله های مرتبط با واژگان کلیدی بررسی گردد و از بین آن ها، منابعی که مناسب تر و جدیدتر بوده اند انتخاب گردد. بدین منظور بر اساس مطالعات کتابخانه ای و روش فراترکیب شکل گرفته و باهدفی مساله محور پیگیری شده است. در این مسیر، پس از بررسی مقالات، مسائل محیط زیستی شناخته شدند و در کنار این مطالعات، بررسی های آماری به جهت پی بردن به وجود مساله، موردتوجه قرار گرفتند. ازآنجایی که بهتر است هر راه حلی، یک مبنای نظری داشته باشد، در این پژوهش، چندین نظریه به صورت ادراکی و ذهنی بررسی شد و از میان آن ها، سه نظریه، که از نگاه پژوهشگر، نزدیکی بیشتری با حوزه محیط زیست و مسئله ی مطرح شده داشته اند، انتخاب و موردبررسی قرار گرفتند. این سه نظریه، مدیریت ارزش عمومی، حکمرانی مشارکتی و حکمرانی همکارانه بودند که در این مقاله، به تعریف و بررسی آن ها پرداخته شد و سپس بر اساس دلایل علمی و ادراکی و بر پایه ی فهم و نظر پژوهشگر، نظریه ی حکمرانی همکارانه، انتخاب گردید تا راه حل، بر بستر این نظریه طراحی و ارائه شود. رهیافتی که پژوهشگر بدان رسیده است بر بخش های مختلف، استوار است؛ ازجمله: منابع شناسایی مسائل، بستر همکاری (گروه همکاری، رهبری تسهیلگر، ارکان محیط زیست و راه حل ها)، بازیگران، گروه نظارت و پیامدهای زیست محیطی.

presenting novel model for environmental policymaking in iran

the aim of the current research is to present a new model for environmental policies in iran. an attempt has been made to review the articles related to key words and select the more appropriate and newer sources from among them. for this purpose ،it has been formed based on library studies and meta-composite method and has been pursued with a problem-oriented goal. in this way ،after reviewing the articles ،environmental issues were identified ،and along with these studies ،statistical surveys were taken into account in order to understand the existence of the problem. since it is better for every solution to have a theoretical basis ،in this research ،several theories were examined perceptually and subjectively ،and among them ،three theories ،which from the researcher's point of view ،have been closer to the environmental field and the problem raised ،were selected and examined. these three theories were public value management ،participatory governance and cooperative governance ،which were defined and investigated in this article ،and then based on scientific and perceptive reasons and based on the understanding and opinion of the researcher ،cooperative governance theory was chosen as a solution. be designed and presented on the basis of this theory. the approach reached by the researcher is based on different parts؛ including: problem identification resources ،cooperation platform (cooperation group ،facilitator leadership ،environmental pillars and solutions)، actors ،monitoring group and environmentalconsequences.
