مطالعۀ تطبیقی دو نظریۀ هیدرورئالیسم و هیدروایده‌آلیسم در حوضۀ رودخانه‌های بین‌المللی

نظریۀ هیدرورئالیسم و هیدروایده‌آلیسم، دو رویکرد متعارض در مطالعات روابط سیاسی منابع آب تلقی می‌شوند. نظریۀ هیدرورئالیسم، الگوی الهام‌بخش برای اندیشه‌های رقابتی و مداخله‌ یک‌جانبه و توسعه‌‌طلبانۀ هر چه بیشتر در قبال دستیابی به منابع آب مضاعف بوده که سیاست مذکور به عنوان تجلّی‌گاه رسیدن به هژمونی است؛ درحالی‏که نظریۀ هیدرو‌ایده‌آلیسم جلوه‌ای از همکاری‌های آبی است که محوریّت استدلال آن‌ بر پایۀ تعاملات دولت‌های ساحلی به صورت نرم‌افزارانه در واکنش به سیاست‌های مجرمانه‌ هر کدام‌ از دولت‌ها در حوضۀ رودخانه‌های فرامرزی مشترک است. توصیف مبانی و مفاهیم و سپس ارزیابی متقابل این دو نظریّه و در مقایسه با یکدیگر از اهداف اصلی این پژوهش محسوب می‌شود. این پژوهش از نظر ماهیّت، بنیادی نظری است و با روش توصیفی تحلیلی سعی دارد تا با بررسی ارزش‌ها، شاخص‌ها و دیدگاه‌های این دو رویکرد نظری، سیاست دولت‌های ساحلی حوضۀ رودخانه‌های فرامرزی را در مسیری معتدل‌تر هدایت نماید. بنابراین می‌توان نتیجه‌گیری نمود، هیدرورئالیسم بر مدیریّت یک‏جانبه‌ منابع آب‌های مشترک تاکید دارد، و هیدروایده‌آلیسم مسیر همکاری دوجانبه و چند‌جانبه را برای تامین منافع مشترک در حوضه‌های رودخانه‌های فرامرزی پیشنهاد می‌کند.

a comparative study of two theories of hydro-realism and hydro-idealism in the international river basin

the theories of hydro-realism and hydro-idealism are considered two conflicting approaches in the studies of political relations of water resources. the theory of hydro-realism has been an inspiring model or competitive ideas and unilateral and developmentalist intervention as much as possible for obtaining double water resources، which the mentioned policy is a manifestation of achieving hegemony. while the theory of hydro-idealism is a manifestation of water cooperation، the focus of its argument is on the interactions of the coastal governments in a software way in response to the criminal policies of each of the governments in the common transboundary river basin، which ultimately describes the basics and concepts and then the mutual evaluation of the two. the theory and comparing with each other is one of the main goals of this research. in terms of nature، this research is fundamental-theoretical and with descriptive-analytical method، it tries to guide the policy of the coastal states of the transboundary river basin in a more moderate direction by examining the values، indicators and perspectives of these two theoretical approaches.
