مفهوم حاکمیت در عصر فضای مجازی

با گسترش عصر ارتباطات و تکنولوژی اطلاعات،‌ ‌عرصه فعالیت های بشر در ابعاد گوناگون اجتماعی و فرهنگی،‌ سیاسی،‌ اقتصادی و غیره دچار تغییراتی شد؛ بدین معنا که فضای مجازی وارد تعاملات بشری گردید؛ اگرچه فضای واقعی نیز همواره نمود داشته و دارد، مولفۀ اعمال حاکمیت کشورها نیز متاثر از عرصه های فضای مجازی دستخوش تغییراتی شد. در مقاله حاضر به روش توصیفی- تحلیلی و با استفاده از منابع کتابخانه ای، به واکاوی و تبیین نقش و کارکردهای فضای مجازی بر مولفۀ حاکمیت در عرصه های ملی و فراملی (جهانی) پرداخته می شود. نتایج تحقیق نشان می دهد دو نگرش نسبت به مفهوم حاکمیت در فضای مجازی مطرح است؛ طبق رویکرد اول، فضای مجازی همچون سرزمینی قابل تقسیم میان دولت هاست و دولت، یگانه مرجعی است که می تواند صلاحیت قانون گذاری خود را بر فضای مجازی اعمال کند و در رویکرد دیگر، فضای مجازی  به مثابه میراث مشترک بشریت است که حاکمیت هیچ دولتی به نحو انفرادی و انحصاری بر آن امکان پذیر نیست.

an analysis of the concept of governance in the era of virtual space

with the expansion of the era of communication and information technology, althoughthe real space has always been and is, the field of human activities in various social andcultural, political, economic, etc. dimensions underwent changes. this means that virtualspace entered human interactions. the component of applying the sovereignty ofcountries also underwent changes under the influence of cyberspace. in the present article,using the descriptive-analytical method as well as library resources, the role and functionsof virtual space on the component of governance in the national and transnational (global)arenas are examined and explained. the research results show that there are two attitudestowards the concept of governance in cyber space. according to the first approach,cyberspace is like a land that can be divided between governments, and the governmentis the only authority that can exercise its legislative jurisdiction over cyberspace. and inanother approach, virtual space is considered as a common heritage of humanity, whichcannot be ruled by any government individually and exclusively.
