   تحلیل دلائل ناکامی جنبش روستائیان گیلان در تحولات سیاسی و اجتماعی عصر مشروطه

چکیده    زمینه و بستر جنبش دهقانی در گیلان عصر مشروطه ریشه در ساختار جغرافیایی، نظام زمینداری و بیداری اجتماعی در سال‌های منتهی به تحولات عصر مشروطیت در ایران، به‌ویژه گیلان دارد. کشاورزی و اقتصاد پررونق گیلان موجب توجه ویژه حکومت‌ها به این سرزمین از دوره صفویه تا قاجار شد. این وضعیت، به نظر می‌بایست منجر به بهبود معیشت روستائیان می‌شد، اما تسلط اربابان بر رعایا از یک سو و فشارهای مالیاتی حکومت از سوی دیگر، فقر و محرومیت روزافزون آنان را رقم زد. علاوه‌براین، نفوذ سیاسی روسیه در گیلان و فعالیت بازرگانان تحت حمایت روس‌ها، موجب توجه سرمایه‌داران روسی به این منطقه گردید. در نتیجه، گیلان به تنها ایالتی در ایران بدل شد که به تناوب، شاهد شکل‌گیری جنبش‌های بزرگ دهقانی علیه اربابان و حکومت بود. استقرار نظام پارلمانی و اعلام مشروطیت، در عمل نیز نتوانست رعایا را از شرایط مصیبت‌بار نظام ارباب‌رعیتی رهایی بخشد. با این حال، بیداری اجتماعی که در این دوران ایجاد شده بود، موجب آگاهی رعایا نسبت به حقوق خود گردید. آنان، پس از ناامیدی از تحقق اعتراضاتشان، اقدام به شکل‌دادن به جنبش‌های متعددی برای بهبود شرایط موجود و الغای نظام ارباب‌رعیتی و برخی رسوم مرتبط با آن کردند. مقاله حاضر به دنبال پاسخ به این پرسش‌ها است که: چه عواملی موجب ناکامی جنبش‌های دهقانی گیلان در عصر مشروطه بوده است؟ و مجلس شورای ملی در برابر خواسته‌های دهقانان گیلانی چه رویکردی داشته است؟ یافته‌های پژوهش نشان می‌دهد که مهم‌ترین دلیل خیزش‌های مکرر گیلانیان، تحمیل شرایط سخت زندگی توسط اربابان بر دهقانان بوده است. این پژوهش با استفاده از روش تاریخی و با رویکرد توصیفی-تحلیلی انجام شده است.

Abstract    the peasant movement in gilan during the constitutional era was rooted in the region's geographical structure، land tenure system، and social awakening in the years leading up to the transformations of the constitutional revolution in iran، especially in gilan. gilan's prosperous agriculture and economy drew significant attention from governments during the safavid and qajar dynasties. however، instead of improving the livelihood of rural communities، the dominance of landlords over peasants and the government's heavy taxation contributed to their increasing poverty and deprivation. moreover، russia's political influence in gilan and the activities of merchants under russian protection attracted russian capitalists to the region. consequently، gilan became the only province in iran that repeatedly witnessed significant peasant movements against landlords and the government. the establishment of parliamentary governance and the declaration of the constitutional system failed to liberate peasants from the oppressive feudal system. nonetheless، the social awakening of that era led to increased awareness of their rights among peasants. after losing hope in the effectiveness of their protests، peasants initiated numerous movements aimed at improving conditions and abolishing the feudal system along with its related customs. this article seeks to answer the following questions: what were the factors leading to the failure of gilan's peasant movements during the constitutional era? and how did the national consultative assembly respond to the demands of gilan's peasants? the findings of the research indicate that the primary cause of repeated uprisings in gilan was the harsh living conditions imposed on peasants by landlords.
