چالشهای مدیریت شهری در وصول حقوق مالی ملی و محلی در پرتو اصول حکمرانی مطلوب

با گسترش روز‌افزون شهرها و افزایش صلاحیت مدیران شهری و عدم هم‌خوانی صلاحیت‌ها و وظایف با اختیارات مالی آنها، مدیران شهری با یکسری چالش‌ها در وصول حقوق مالی و توزیع عادلانۀ این حقوق در حوزۀ ملی و محلی روبه‌رو شده‌اند. مدیران شهری برای تامین هزینه‌های اجرایی و پروژه‌های شهری خود مجبور به فروش تراکم و استفاده از منابع مالی ناپایدارند تا هزینه‌ها و بدهی‌های حاصل از پروژه‌های شهری را تامین و جبران نمایند. در همین راستا سیستم مدیریت شهری به لحاظ وظایف عملی خود موظف به برنامه‌ریزی توسعه و عمران شهری و اجرای برنامه‌ها، طرح‌ها و پروژه‌های مربوطه است. این سیستم با شناخت چالش‌های مالی و شهری می‌تواند به ارائۀ راهکار مناسب بپردازد؛ به همین منظور به بررسی این چالش‌ها و موانع پرداختیم تا راهکاری مناسب در جهت تامین منابع و نحوۀ وصول حقوق مالی محلی با توجه به تجارب موفق سایر کشورها در این حوزه ارائه دهیم. براساس تجارب بسیاری از کشورها تمرکززدایی مالی می‌تواند باعث رشد اقتصادی سریع و کاهش فقر شهری و منجر به ایجاد شفافیت، برابری و توزیع عادلانه مالی و طراحی مالی مناسب در حوزۀ محلی شود. مدیران شهری در ایران با استفاده از این تجارب می‌توانند منابع مالی را با ترجیحات محلی سازگار کنند و کارایی و عملکرد رقابتی را در بخش عمومی ارتقا دهند.

challenges of urban management in collecting national and local financial rights in the light of good governance principles

with the ever-increasing expansion of cities and their managers' authority increases beside the existing inconsistency in their financial powers and duties, these authorities have faced challenges in collecting financial dues and its fair distribution in national and local level. executive expenses funding and urban projects financing requirements have forced city managers to sell density and use unstable financial resources to cover costs and debts. therefore the urban management system is supposed to plan for city development and its construction to implement programs, plans and projects. this system can provide appropriate solutions by recognizing financial and urban challenges. for this purpose, we addressed these challenges and obstacles to provide a suitable solution for supplying resources and collecting local financial dues regarding other countries successful experiences. accordingly financial decentralization can cause rapid economic growth and urban poverty reduction which will lead to transparency, equality and fair financial distribution as well as appropriate financial planning in local area. by using these experiences, urban managers in iran can adapt financial resources to local preferences and improve efficiency and competitive performance in public sector.
