بررسی سیاست های قیمت گذاری خوراک صنعت پتروشیمی در ایران

نفت و گاز هم به عنوان انرژی و هم به عنوان مواد اولیه در صنعت پتروشیمی مورد استفاده قرار گرفته و محصولاتی با ارزش افزوده بالایی را از آن تولید می شود و از طرفی نفت و گاز استفاده شده به عنوان مواد اولیه و انرژی جزو انفال بوده و باید در راستای مصالح جامعه اسلامی استفاده گردد به همین دلیل امر قیمت گذاری در این صنعت به یک مسئله پیچیده ای تبدیل شده که عوامل متعددی از جمله منافع شرکت های تولیدکننده و مصرف کننده خوراک مایع و گازی و نوع سیاست گذاری ناشی از انفال بر آن تاثیرگذار می باشد.لذا در این پژوهش قوانین مرتبط با قیمت گذاری خوراک را بررسی کرده، مشکلات قیمت گذاری فعلی خوراک را بیان کرده و با بررسی الگوهای قیمت گذاری کشورهای پیشرو متناسب با شرایط اقتصادی و سیاسی کشور، پیشنهاداتی در جهت بهبود کارآمدی مدل قیمت گذاری این صنعت در اقتصاد کشور داده شود.در بخش ابتدایی این پژوهش به بررسی سیری از برنامه های تحولی در صنعت پتروشیمی کشور بعد از انقلاب اسلامی پرداخته و بعد مصوبات نهادهای تصمیم گیر در حوزه نفت و انرژی را با نگاهی جزئی مورد کنکاش قرار خواهیم داد، در بخش بعدی نیز سیاست ها و مدل های قیمت گذاری خوراک در کشورهای پیشرو را بررسی کرده و با مدل قیمت گذاری خوراک در کشور مقایسه کرده و نهایتا به راهکارهایی در جهت بهبود کارایی و نحوه سیاست گذاری در تعیین نرخ خوراک تحویلی به پتروشیمی ها مفصل شرح داده خواهد شد.

analyzing the pricing policies of the petrochemical industry feed in iran

abstract oil and gas are used both as energy and raw materials in petrochemical industry and products with high added value are produced from them. oil and gas used as raw materials and energy are deemed as anfal and should be used according to interests of islamic society. for this reason, pricing in this industry has become a complex issue, which is affected by several factors including liquid and gas feed producers and consumers interests and anfal related policy making. in this research, related laws of feed pricing are studied and the current pricing problems of the feed are stated and required suggestions to improve pricing model efficiency in this industry are made through examining the pricing patterns applied in leading countries in petrochemical industry according to economic and political conditions of the country.therefore, in­ the first part of this research, we will examine a series of transformative programs in the country's petrochemical industry after the islamic revolution. then, we will study in detail the approvals of the decision making bodies in the field of oil and energy. in the next section, the feed pricing policies and models in leading countries in this industry are examined and compared with applying model of feed pricing in the country. finally, some solutions to improve both efficiency and policy making procedure in pricing petrochemical companies' feed will be provided.
