designing and developing a model for determining tuition fees for non-governmental schools in alborz province based on the model of turkey and germany
the present study was conducted with the aim of designing and developing a model for determining tuition fees for non-governmental schools in alborz province based on the model of turkey and germany. in terms of purpose, this study was applied and in terms of method, it was qualitative-comparative based on the four-stage model of brady (1969). the statistical population included the three education systems of iran, germany and turkey, and the statistical sample included the private and non-governmental education systems in these three countries. the research tool was a collection of documents, articles, guidelines, circulars and other field resources available to the researcher, which were analyzed using the model of the stages of description, interpretation, juxtaposition and comparison.
the results of the study showed that the factors determining tuition fees include the economic structure of countries (capitalism, free economy, state and mixed), centralized and decentralized educational systems, political structure and educational and curriculum programs play a fundamental role. also, the components of the academic course, place of residence (city and region), extracurricular activities, physical space, equipment and facilities such as laboratories, workshops, gyms, swimming pools and other items are considered effective factors in determining tuition fees. in addition, the general, specialized and professional qualifications of teachers, nutrition and transportation costs were also identified as components determining tuition fees. among these components, items related to the teacher, services provided and type of school have a higher priority and the different economic structure of countries is in the next rank of importance.
also, considering the facilities available to each school, other ancillary costs may be added to the total costs. therefore, determining tuition fees requires a comprehensive and flexible model that can take these diverse factors into account and provide fair and acceptable tuition fees according to the specific conditions of each region and school. this model can help school administrators and educational policymakers make better decisions about tuition fees and prevent potential economic problems for families. also, paying attention to the experiences of successful countries such as turkey and germany in this field can ensure quality and fairness in the process of determining school fees.
