کشف ویژگی و ابعاد حکمرانی پیش نگر

امروزه حکمرانی به یکی از گسترده ترین مفاهیم بین‌رشته ای در ادبیات اداره و سیاست گذاری در دنیا تبدیل شده است و حوزه های گوناگون در دولت و حاکمیت، از بخش اقتصادی و صنعتی گرفته تا حوزه های اجتماعی، در بکارگیری این دانش می‌کوشند. «حکمرانی پیش نگر» شیوه ای از تصمیم گیری است که پیوسته افق تغییراتی را بررسی می کند که نیاز به انطباق در برنامه ها و رفتار ما دارد. این پژوهش از نظر هدف «کاربردی» و از حیث ماهیت، «کیفی» با رویکرد اکتشافی است. جامعه پژوهش، مقالات در زمینه «حکمرانی پیش نگر» به‌صورت مشترک یا جدا است. روش جمع آوری اطلاعات، اسنادی کتابخانه‌ای با روش فراترکیب برای استخراج عوامل است. با استفاده از روش فراترکیب شناسه‌ها، تم ها و مقولات «حکمرانی پیش نگر» استخراج شد. یافته ها نشان می دهد که حکمرانی پیش نگر پنج بعد «فرهنگی»، «شبکه ای»، «آینده نگاری»، «سیاست گذاری» و «بازخورد» دارد که در الگوی مفهومی پژوهش نشان داده شده است. در پایان پیشنهادهایی برای متولیان امور حکمرانی ارائه شده است.

discovering the features and dimensions of predictive governance

today, governance has become one of the broadest interdisciplinary concepts in the literature of administration and policy-making in the world, and various fields in government and governance, from the economic and industrial sector to the social fields, try to apply this knowledge. “anticipatory governance” is a way of decision-making that constantly examines the horizon of changes that require adaptation in our plans and behavior. the research is applied in terms of purpose and qualitative in terms of nature with an exploratory approach. the community of this research is articles in the field of anticipatory governance jointly or separately. the method of collecting information is a document-library method with a meta-synthesis method for extracting factors. by using the method of meta-synthesis of codes, themes and categories of anticipatory governance were extracted. the findings of this research show that predictive anticipatory has five dimensions: cultural, network, foresight, policymaking and feedback, which is shown in the conceptual model of the research. at the end, a number of suggestions have been provided for those in charge of governance affairs.
