الزامات حکمرانی مطلوب استانی با ابتناء به فرمان حضرت علی(ع) به مالک اشتر

در این پژوهش تلاش شده است اساسی ترین الزامات حکمرانی مطلوب، بررسی شود. سلامت حکمرانی برای تمام جوامع امری بسیار مهم و ضروری تلقی می شود. دولتها در تلاش هستند با رعایت برخی از عوامل حکمرانی کارآمد چهره مطلوب از خود به نمایش بگذارند. لذا در ادبیات حکمرانی جهانی، حکمرانی مطلوب مورد واکاوی است و حتی از طریق مجامع جهانی شاخصه های حکمرانی مطلوب کشورها مورد سنجش قرار می‌گیرد. در آموزه‌های دینی نیز بطورعملی و نظری بر حکمرانی مطلوب تاکید فراوان شده است. یکی از متعالی‌ترین آموزه‌های حکمرانی مطلوب توصیه‌های مولاامیرالمومنین علی(ع) به مالک اشتر می‌باشد. اگر در حکمرانی محلی و استانی ضمن توجه به رعایت الزامات متفاوت بافت هر استان نسبت به استانهای دیگر، فرایندهای سیاست‌گذاری و کنش‌های مطلوب با نگاه راهبردی در راستای سیاست‌های حکمرانی ملی صورت گیرد قطعا مسیر توسعه پایدار ملی هموارتر خواهد شد. در این پژوهش تلاش شده تا با مطالعه دقیق نامه 53 نهج البلاغه ابعاد و شاخص های حکمرانی مطلوب حاصل شود. این پژوهش از نوع کاربردی و با روش کیفی و تحلیل فراگفتمانی پدام انجام شده است. در این پژوهش ابعاد مهمی از قبیل شفافیت محیط حکمرانی در سطح ملی و استانی، شایسته سالاری، توجه به مصلحت عمومی و رعیت و مبارزه با فساد ساختاری و پدیده نفوذ بعنوان اساس حکمرانی مطلوب مشخص گردیده است.

the requirements of good provincial governance in accordance with the command of hazrat ali (as) to malik ashtar

in this research, an attempt was made to examine the most basic requirements of good governance. the health of governance is considered very important and necessary for all societies. governments are trying to present a favorable image by observing some factors of efficient governance. therefore, in the literature of global governance, optimal governance is analyzed and even through international assemblies, the indicators of optimal governance of countries are measured. practically and theoretically, good governance has been emphasized a lot in religious teachings. one of the most sublime teachings of good governance is the recommendations of amir al mu'minin ali (a.s.) to malik ashtar. if in local and provincial governance, while paying attention to the different requirements of the context of each province compared to other provinces, policy making processes and desirable actions are carried out with a strategic view in line with national governance policies, the path of sustainable national development will definitely be smoother. in this research, an effort has been made to obtain the dimensions and indicators of desirable governance through a detailed study of the 53rd letter of nahj al balagheh. this research is of applied type and has been done with qualitative method and pedam's meta discourse analysis. in this research, important dimensions such as the transparency of the governance environment at the national and provincial levels, meritocracy, attention to the public interest and subjects, and the fight against structural corruption and the phenomenon of influence have been identified as the basis of good governance.
