تبیین الگوی حکمرانی فناوری‌های نوظهور در ایران(مطالعه موردی: فناوری نانو)

حکمرانی فناوری در سال های اخیر مورد توجه قرار گرفته است و پژوهشگران از آن برای تببین و توصیف توسعه فناوری استفاده کرده اند. هدف این پژوهش تبیین حکمرانی نانوفناوری (تبیین چگونگی مشارکت در حکمرانی فناوری نانو؛ تبیین سازوکار (چگونگی) اداره حکمرانی فناوری نانو و تبیین کارکرد‌های هدف در حکمرانی نانو) در ایران است. این پژوهش از دید رویکرد، قیاسی و از لحاظ هدف کاربردی و از لحاظ راهبرد پژوهش، مطالعه تک موردی جزءنگر است. برای جمع‌آوری داده از گزار‌ش‌های عملکرد، اسناد سیاستی، مصاحبه نیمه ساختاریافته، پرسشنامه و مشاهده مستقیم و برای تجزیه‌وتحلیل داده‌ها از تحلیل روند، تحلیل محتوا و آمار توصیفی استفاده شده است. نتایج نشان می دهد که ترتیبات حکمرانی نانو فناوری در ایران بیشتر در «سطح ملی» و با سبک مشارکت «حاکمیت مطلق دولت» و «کورپوریسم» صورت پذیرفته است؛ هم چنین در بیش از 50% موارد از سازوکار «مبتنی بر بازار» استفاده کرده، تمایل به «تمرکز در قدرت» داشته و در بیش از 70% موارد از رویکرد «منعطف در اجرا» برخوردار بوده است؛ هم چنین ترتیباتی که «ضمانت اجرایی» داشته است، سهم کمتری را به نسبت ترتیبات بدون ضمانت اجرا به خود اختصاص داده‌ است و کارکرد‌های «مقبولیت بخشی» و «تامین و تسهیل منابع» سهم بیشتری را نسبت به دیگر کارکرد‌ها در تاثیرپذیری از ترتیبات حکمرانی این حوزه داشته است.

description of governance mode in emerging technologies in iran (case study: nanotechnology)

technology governance has been considered in recent years and researchers have used it to explain and describe the development of technology. the aim of this study is to explain the governance of nanotechnology in iran. to this end, explain how to participate in the governance of nanotechnology; explain the mechanism (management) of nanotechnology governance explain the objective functions in nanogovernance. this research is a partial case study from the point of view of deductive research approach, in terms of applied purpose and in terms of strategy of research.in this study, performance reports, policy documents, semi-structured interviews, questionnaires and direct observation were used to collect data. process analysis, content analysis and descriptive statistics were used to analyze the data. the results of this study show that the governance arrangements of nanotechnology in iran have been done mainly at the national level and with the participation style of absolute government and corporatism.it has also used the market-based mechanism in more than 50% of cases, tends to focus on power and in more than 70% of cases has had a flexible implementation approach. also, arrangements that haveexecutive guaranteehave a smaller share than arrangements without an executive guarantee, and the functions of acceptance and provision and facilitation of resources have a greater share than other functions being affected by the governance arrangements in this area.the results of this research will lead to a better understanding of how nanotechnology is governed in iran and will also be used in the development of other technologies.
