بررسی قواعد و شرایط اجرای نظام نوین حکمرانی بودجه منطقه‌ای در ایران

در متون اقتصادی، نظریه‌های مرتبط با تمرکززدایی مالی با هدف افزایش بهره‌وری و کارایی دولت‌ها و بهبود تعادل و توازن منطقه‌ای، مورد توجه قرار گرفته‌ است. تمرکززدایی مالی، به‌عنوان یکی از ابزارهای کلیدی در فرایند گذار به اقتصاد بازارمحور در کشورهای در حال ‌توسعه معرفی شده است. هدف این مقاله، بررسی تطبیقی قواعد کلی و شرایط ضروری به‌منظور اجرای فرایند تمرکززدایی مالی در ایران است. نتایج پژوهش نشان می‌دهد به دلیل شرایط اقلیمی، قومیت‌های متنوع و پراکندگی جغرافیایی گسترده در کشور، رفتار متفاوت هزینه‌های مصرفی خانوارها در استان‌ها، ساختار اقتصادی گوناگون هر استان، تفاوت در نیازها و اولویت‌های عمرانی و توسعه‌ای استانی، وجود نهادها و ساختار برنامه‌ریزی منطقه‌ای در سطح استان و شهرستان و ایجاد نظام درآمد هزینه استانی، بسترهای اولیه اجرای سیاست‌های تمرکززدایی مالی در ایران فراهم است؛ بنابراین سیاست‌گذاران منطقه‌ای ‌باید ضمن شناسایی مسائل و چالش‌های این نظام، به‌منظور تحقق نظام نوین حکمرانی بودجه منطقه‌ای، ساز و کارهای نظام نوین درآمد هزینه را با شرایط موجود کشور در دستور کار خود قرار دهند.

in economic texts, theories related to financial decentralization with the aim of increasing the productivity and efficiency of governments and improving regional balance have been considered. financial decentralization has been introduced as one of the key tools in the process of transition to a market-oriented economy in developing countries. the purpose of this article is to compare the general rules and necessary conditions for the implementation of the financial decentralization process in iran. the results of this research show that due to the climatic conditions, diverse ethnicities and wide geographical dispersion in the country, the different behavior of household consumption expenses in the provinces, the different economic structure of each province, the difference in the needs and priorities of the construction and development of the province, the existence of institutions and the structure of regional planning. and the creation of the provincial income-expenditure system provides the basic foundations for the implementation of financial decentralization policies in iran. therefore, the regional policy makers should put the design of the new provincial income-expenditure system in order to realize the new regional governance system.
