آسیب شناسی اجرای خط مشی های زیست بوم نوآوری و فناوری در راستای توسعه سرمایه گذاری های استانی

عوامل بسیاری در اجرای موفق خط‌مشی‌های زیست‌بوم نوآوری و فناوری به‌عنوان اصلی‌ترین فرایند خط‌مشی‌گذاری، در توسعه سرمایه‌گذاری استانی تاثیرگذار است و توجه‌نکردن به آن چالش‌های گوناگونی برای توسعه اقتصادی و سرمایه‌گذاری‌های استانی ایجاد کرده است. هدف این پژوهش آسیب‌شناسی اجرای خط‌مشی‌های زیست‌بوم نوآوری و فناوری است تا مهم‌ترین موانع در راستای توسعه سرمایه‌گذاری‌های استانی شناسایی شود. روش پژوهش از نظر هدف کاربردی، از نظر گردآوری داده‌ها کیفی و استفاده از شیوه تحلیل موضوعی است. روش نمونه‌گیری هدفمند با بیشترین گونه‌گونی تا رسیدن به اشباع نظری است. براساس یافته‌های پژوهش موانع اجرای خط‌مشی‌های زیست‌بوم نوآوری و فناوری عبارت است از: ماهیت خط‌مشی‌گذاری، موانع مشارکتی، مجریان ناکارامد، موانع محیطی، موانع پشتیبانی و پیاده‌سازی، ضعف در ارزیابی و نظارت، موانع سازمانی. مدیران و سیاست‌گذاران باید توجه داشته باشند که بهبود اجرای خط‌مشی‌های زیست‌بوم نوآوری و فناوری و رفع موانع و آسیب‌های آن و نیز افزایش اثربخشی و کارایی برنامه‌ها به توسعه اقتصادی و سرمایه‌گذاری منجر می‌شود.

several factors are effective in the successful implementation of innovation and technology ecosystem policies as the main policy-making process in the development of provincial investment, and not paying attention to it has created many challenges for economic development and provincial investments. the purpose of this pathological research is the implementation of innovation and technology ecosystem policies in order to identify the most important obstacles in the direction of the development of provincial investments. the research method is qualitative in terms of practical purpose, in terms of collecting data and using thematic analysis technique. it is a purposeful sampling method with maximum diversity until reaching theoretical saturation. based on the findings of the research, the barriers to the implementation of innovation and technology ecosystem policies are: the nature of policy making, collaborative barriers, inefficient executives, environmental barriers, support and implementation barriers, weakness in evaluation and monitoring, organizational barriers. managers and policy makers can lead to economic development and investment by improving and removing the obstacles and harms of implementing innovation and technology policies and increasing the effectiveness and efficiency of programs.
